- The purpose of this modification is to include the following sections to the solicitation. All other terms and conditions in the solicitation remain unchanged. Page 9, add the following sections: “IX.SELECTION CRITERIA Applicants meeting the required qualifications for the position will be evaluated based on information presented in the application and obtained through reference checks. Following is the evaluation criteria for this position: 1. Education(15 pts) •A graduate or professional degree (master’s or doctorate) in business administration, law, international development, public administration, political science, economics or other closely related field. 2. Professional Experience (35 pts) •Senior management leadership experience including a demonstrated track record of effective leadership, inter-agency effectiveness and representational experience in an overseas development organization. •Demonstrated experience with policy, legal, regulatory and institutional reform in regional or national governmental organizations, as well as in transition and developing economies. •Demonstrated experience and ability to develop and maintain effective counterpart relationships with senior host country representatives as well as USG senior governmental policy and technical levels. •Work experience demonstrating the ability to successfully lead and manage international, multi-sectoral and complex projects. •Experience or at minimum a sound understanding of the regional and international organizations and activities that impact regional development in Asia. This could include, for example, the Association of South East Asian Nations (ASEAN); the Asia Pacific Economic Cooperation (APEC); The South Asian Association for Regional Cooperation (SAARC); the Mekong River commission as well as a variety of UN affiliated and donor organizations that operate in South East Asia. 3.Technical knowledge(30 pts) •Comprehensive, experience-based knowledge of the concepts, principles, and techniques of managing, operating and reforming regional organizations and their institutional development from a multi-disciplinary perspective. •Familiarity with Asia and its political, economic, and development realities as well as a thorough understanding of major problems frequently faced by transition economies. •An understanding of recent developments related to Trade Capacity Building (TCB), Free Trade Agreement (FTA) and Trade and Investment Framework Agreement (TIFA) support and assistance. •Knowledge and experience of program development, activity design, implementation, assessment, monitoring and reporting procedures •Knowledge of and ability to use word processing and data management systems and applications effectively, including Microsoft Windows, Microsoft Office Suite and internet applications 4. Interpersonal, Team and Communication Skills (20 pts) •Demonstrated excellence in oral and written communication including public speaking skills; the ability to evaluate and interpret reports; effectively communicate USAID’s mission to the general public; and deliver presentations before large and varied audiences is required. Given the nature of the position, effective written and oral communications are absolutely critical to perform successfully in this position. •Strong interpersonal and management skills with a demonstrated ability to: 1) lead and work collaboratively with a range of professional counterparts; and 2) mentor employees so that authority and responsibility for management of programs can remain devolved to a technical office level. Demonstrated persuasiveness, cross-cultural sensitivity, tact, and poise. X.SELECTION PROCESS After the closing date for receipt of applications, a committee will be convened to review applications and evaluate them in accord with the evaluation criteria. Applications from candidates which do not meet the required selection criteria will not be scored. As part of the selection process, finalist candidates may be interviewed either in person or by telephone at USAID’s discretion. Reference checks will be made only for applicants considered as finalists. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant’s cover letter, and USAID will delay such reference check pending communication with the applicant. Only finalists will be contacted by USAID with respect to their applications. The final selected candidates must obtain security and medical clearances within a reasonable period of time (USAID will provide details regarding these clearances to the selected candidate). A substantial delay in obtaining either required clearance will make the applicant ineligible for selection.”
