Description
NATO Notification of Intent to Invite Bids for the Replacement of Extractor-Trackers of the Surveillance Radars of NAMFI (Greece) IFB-NAMFI-GREECE-K-435N OVERVIEW The Greek Air Force intends to invite bids on the replacement of extractor/trackers in the surveillance radars of NAMFI (K-435N) that will be implemented in Greece. The Greek Air Force is serving as the NATO contracting agency for this project, which is being funded by authorization of the NATO Infrastructure Committee. The Greek Air Force intends to use the International Competitive Bidding (ICB) one step method (lowest bidding procedure). Greek law on procurement of public works will be followed. The estimated value of this project is Euro 5,769,000 ($9,036,000). The U.S. Department of Commerce will be using as its reference for this project IFB-NAMFI-GREECE-K-435N. The project is classified as NATO RESTRICTED and all NATO and national security regulations apply. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the contracting agency the NATO clearance certifications for the contract. Firms are allowed to bid independently or as members of a consortium according to the principle of equal treatment. The structure of any form of consortium shall be demonstrated by relevant legal actions, to be submitted on the bid closing date. If such legal actions are not submitted, the offer shall be considered as non-compliant. In any form of consortium, there shall be a legally appointed representative, which may be a person or a firm and will be addressed as the prime contractor. Firms of non-NATO countries are not accepted as contractors, subcontractors, or manufacturers of any part of this project. Materials or equipment (down to and including identifiable sub-assemblies consisting of two or more parts that can be provisioned and replaced as an entity) may not be manufactured or assembled by firms of non-NATO countries. TECHNICAL REQUIREMENTS The contractor responsibilities are the design, construction, transport, installation, and activation to full operation of five (5) new radar data processing systems (including supply of material, provision of software and other equipment). The radar data processing systems will replace the currently installed SPR and PLESSEX systems of the NAMFI Safety Radar System (WATCHMAN and AR-51 radar systems), which have been in place in specially secured grounds (from an environmental point of view) of the NAMFI Safety Radar System area. The project scope also includes re-installation of the SPR and PLESSEX systems and any additional works (e.g., packing) relating to the re-installation project. The project will be constructed at various locations in Greece, while adaptations are possible and will be finalized after the site survey to be conducted before submission of bids. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this procurement, it must first be approved for participation in NATO International Competitive Bidding (ICB). The U.S. Department of Commerce is authorized to approve for participation in NATO ICB those firms with a facility located within the United States. Please visit the following website for a copy of the NATO ICB application: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm A firm that has been approved for participation in NATO ICB must request that the U.S. Department of Commerce issue a Declaration of Eligibility (DOE) for each project on which the firm wishes to bid. A DOE is used to nominate a firm to the bidders list for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which uses the DOE to nominate the firm to the bidders list. The NATO contracting agency will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the NATO contracting agency when the IFB has been issued. IMPORTANT DEADLINES 1.
