The United States Government, represented by the Department of State, is seeking applications (Standard Form 171's or OF 612’s) from U.S. citizens interested in providing the PSC services described in the attached. Along with the SF-171 or OF-612, applicants shall provide a resume and three written reference letters including contact information. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Background This position is located in the Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation. The Lead Contract Cost/Price Analyst is the senior point of contact for cost and price analysis, industry trends, audit coordination, systems and cost negotiations and Government policy with regard to cost principles and Cost Accounting Standards. Provides technical advice and guidance to the Office of Aviation for the administration of the Aviation Support Contract. The Office of Aviation provides planning, operational and logistical support, and contract oversight for the INL counter-narcotics aviation program in Central and South America. The Office of Aviation performs this mission using a fleet of 166 fixed and rotary wing aircraft, 1000 Contractor personnel and 52 Government and personal services Contractor personnel operating in the United States and various Latin American countries, and an annual budget in excess of $300M. Purpose The purpose of this personal services contract position is to serve as the Lead PSC Cost/Price Analyst for the Contract/ Administration Division. The incumbent provides extensive cost/price analysis expertise in the management and administration of the Aviation Support Contract in order to support the Office of Aviation’s counter-narcotics mission in multiple OCONUS locations. II. STATEMENT OF WORK Provides leadership to Cost/Price Analysts in the analysis of proposals, invoice audits, and the following tasks: As Lead, Performs cost and price analysis in the complex systems acquisition process involving analysis where there is little or no cost history data. Performs cost or price analysis on proposals that involve new procurement and contract changes. Analyzes contractor's projected estimated costs for reasonableness, allowability, and allocability. This entails detailed review of significant direct and indirect elements, such as material, labor, overhead, general and administrative expenses, facilities, special tools, packaging and packing, transportation, and other costs which extend over the life of the contract. Provides detailed documentation of the contractor's methodology in arriving at the proposed cost of each element and recommends agreement or disagreement with the proposed amount. Analyses generally form the basis of the final price negotiation position for such elements and costs. Reviews technical and audit reports on various cost elements, such as material, labor, and profit to determine the reasonableness of the various cost elements. (In the absence of audit assistance, the incumbent performs the audit.) Prepares a cost/price analysis report of conclusions reached, particularly on contracts involving complex financial proposals. Evaluates contractor's cost proposals, analyzing the contractor's past performance, cost of similar procurements, standards and/or other quantitative techniques in producing like or similar items. Evaluates the contractor's experience, production, and technical ability on current and previous orders as to manufacturing, tooling, engineering, research and development, overhead, general and administrative expenses, and profit. Investigates the adequacy and soundness of the contractor's credit and financial position, which requires an evaluation of financial statements, commercial credit reports, cash flow, and guaranteed loans to establish the contractor's financial capability to successfully perform the contract requirements. Assists in accounting, estimating and purchasing system reviews as required. Assures Contractor compliance with cost accounting standards (CAS). Identifies cost impact of accounting system changes or noncompliance, based on information provided by auditors. Determines allowability and allocability of costs based on such reviews. Conducts spare parts price analysis to determine the reasonableness of prices in terms of the sum of the parts in relation to the price of the end item. Considers timing of spare parts purchases, volume of procurement, set up or tooling time, proposed prices as compared to prices paid and quantities involved, indirect cost allocation methods, initial items or follow-on items, improvement curve, wage and salary data, pro-ration and aggregation of overhead costs, type of contract, and emergency conditions. As team lead, provides technical guidance for two PSC Cost/Price Analysts (GS-1102-12 equivalent) involved in contracting with industry, aviation institutions, and specialized consultants. All contracting effort is on a high priority, expedited basis to support a quick response as needed. As Lead, and in concert with the Division Chief, plans work to be accomplished by subordinate team members; sets priorities, and develops schedules for completion of work. Reviews the work of assigned personnel and accepts, amends, or rejects for correction. Assists the supervisor with the evaluation of performance of the assigned team members by providing input on accomplishment against assigned technical standards Assists in tracking funds and making payments on cost contracts, and performing progress payment reviews on Firm Fixed Price contracts. Performs other related duties as required. III. Minimum Qualifications Candidate must be a U.S. Citizen, eligible for a Secret security clearance. Specialized knowledge of procurement regulations and procedures; contract administration principles, policies, regulations, and procedures to recommend changes in contracting methods or clauses. Knowledge of negotiation techniques to assist post-award negotiations, such as supplemental agreements or settlement actions. Specialized knowledge of cost and price analysis techniques, which cover the range of, contract types financial arrangements needed to analyze cost elements of the Aviation Support Contract. Knowledge of business and industry practices to identify factors affecting the Contractor’s costs, and to conduct on-site surveys to assess the Contractor’s ability to perform. Knowledge of regulations and requirements governing cost accounting standards, and sufficient knowledge of accounting practices to ensure their implementation. Skill in writing and speaking to prepare, explain, and defend analysis reports to resolve differences, to investigate and discuss controversial issues, and to advise and guide others. IV. COMPLEXITY Assignments involve substantial depth of analysis of many different and unrelated factors and processes for reaching a price recommendation on contractor's proposed cost elements. Decisions involve interpretation, analysis, and negotiations regarding modification of contract terms and conditions, evaluation of contractual progress, and identification and solution of problems involving contracts assigned. Factors vary for each situation because of variations in the terms of the contracts, products and services involved, and contractor capability and characteristics, i.e., the relationship with corporate headquarters, previous experiences, and degree of cooperation. The work requires making final decisions on a variety of issues, such as cost and price allowability, negotiating settlements, resolving legal and technical problems, approving or disapproving expenditures incurred, estimating the percentage of completion for payment of fixed-fee, and fairness of salaries paid to Contractor’s employees. V. PHYSICAL DEMANDS The work is sedentary in nature. No unusual physical demands are placed upon the incumbent. VI. WORK ENVIRONMENT The work is primarily conducted in an office or aircraft hangar with some travel to the field for meetings, conferences, activity reviews, and field inspections. Some field sites have been declared hazardous duty locations by the Department of State due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent while at these sites. VII. Evaluation Criteria 1. (Assist the Division Chief as Lead Cost/Price Analyst).
