Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Cambridge Systematics Inc. for the Evaluation of Vehicle Miles Traveled (VMT) Reduction Measures. Cambridge Systematics Inc. shall provide EPA with a meta-analysis of currently available studies on VMT reduction approaches. These approaches can include, but are not limited to; Transportation Demand Management Measures, Smart Growth Strategies, Greater Public Transit Usage, Congestion Pricing, and Parking Fees. Cambridge Systematics Inc. shall provide estimates on the amounts of VMT reduction possible aggregated to a national level. These estimates might include, for instance, surveying work on the top metropolitan regions in the U.S. and extrapolating information to the national level. Cambridge Systematics Inc. shall provide up to three scenarios that reflect minimal, moderate, and aggressive VMT reduction levels based on VMT measure implementation levels. Cambridge Systematics Inc. shall provide a final report, with underlying data, by November 30, 2008. Cambridge Systematics Inc. is uniquely qualified for this effort due to its proprietary access to models that are necessary to complete these analyses and its previous experience on similar efforts. The use of Travel Demand Forecasting (TDF) models is necessary to analyze the specific changes in VMT within metropolitan areas. Cambridge Systematics has access to software packages such as Cube, TRANSCAD, and EMME/2 which will be necessary to model changes at the metropolitan and regional levels. Cambridge Systematics Inc. also uses Freight Tools CS, a proprietary freight model developed to analyze freight planning, and will be necessary to assist in analysis of logistical improvements to reduce VMT. Cambridge Systematics Inc. is also uniquely qualified due to its experience in customizing and modifying Mode Choice Models (e.g. MnPASS Metropolitan Council Mode Choice) that will allow analysis of induced demand and emissions from modal shifts. In addition, Cambridge Systematics Inc. performed similar analyses last year that identified and analyzed many similar VMT reduction measures. This evaluation will expand, update, and provide a more detailed analysis on the previous evaluated VMT reduction measures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm believing itself capable of providing the required Evaluation of Vehicle Miles Traveled (VMT) Reduction Measures may submit appropriate documentation within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
