Description
The Marine Corps Systems Command, Quantico, VA, intends to modify current APOBS production Contract M67854-06-D-1021, to include fifty (50) Inert Anti Personnel Obstacle Breaching System (APOBS) Trainers, DODIC MN84, National Stock Number 1275-01-509-3891, total value $536,350. The contractor is Ensign-Bickford Aerospace & Defense, Co., 640 Hopmeadow St., Simsbury, CT, 06070. Ensign-Bickford is currently producing live APOBS units for the Marine Corps under this 5-Year, IDIQ production contract (M67854-06-D-1021) which was a competed action. Ensign-Bickford has production line capabilities for immediate production of the required Inert APOBS Trainers and will make them along side of the live units. Ensign-Bickford is deemed qualified to provide this item. Estimated award / contract modification date is 06 August 2008. Delivery will be required not later than twelve (12) weeks after date of modification. The North American Industry Classification (NAICS) Code is 332993, Ammunition (Except Small Arms) Manufacturing. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, and past performance data no later than 06 August 2008, to Commander, Marine Corps Systems Command, Attn: Code PMM 2041, 2200 Lester St., Quantico, VA 22134, and email laurel.baker@usmc.mil. Responses received by 06 August 2008 will be considered by the Government. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). Online Certifications and Representations at (ORCA), http://orca.bpn.gov, will also be required. Failure to comply with ORCA registration may make a vendor offeror ineligible for award.
