Description
The Contractor shall furnish all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform renewal of grazing permits. The Contractor must follow the statment of work and all regulation requirements. Location of Work throughout the state of Wyoming, refer to SOW. The performance period is an estimated start date on or about August 15, 2008 and ending approximately 180 calendar days there after. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. This acquisition will be set-aside for 100% Small Business. A best value award will be made based on the evaluation factors in the solicitation. All questions must be forwarded in writing to: Susan_Nagel@blm.gov. Quotes are only accepted electronically through the ideasec.nbc.gov website.Kemmerer Field Office Grazing Permit Renewal Environmental AnalysisIn the late 1990s it was determined that as term grazing permits expire, National Environmental Policy Act (NEPA) documentation in the form of Environmental Assessments (EAs) was needed in order to renew existing term grazing permits. This process continues to this day. The Kemmerer Field Office is contracting completion of some of grazing permit renewal Environmental Assessments (EA) to complete the remaining within the congressionally mandated schedule of September 2009. The use of contractors to assist in the preparation of NEPA documentation is intended to complement Bureau of Land Management (BLM) staffing resources.2.0BACKGROUNDAfter the enactment of the Taylor Grazing Act in 1934, grazing allotments were created and the number and kind of livestock, as well as season of use, were established for the area. In 1946, the Bureau of Land Management was established and in the 1950's and 1960's range surveys were completed on the public lands to determine the amount of forage being produced. Following these surveys, grazing capacity for the allotments was adjudicated. The number of livestock authorized on most of the allotments was decreased to facilitate meeting certain management objectives such as healthy rangelands, sustainable forage production, etc. In order to conform with the Taylor Grazing Act, grazing has traditionally been authorized on grazing allotments within the Kemmerer Field Office.
