- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with Dayton T. Brown, Inc. (DTB), Bohemia, NY. The Government intends to procure spare parts to provide interim support for the Hydraulic Component Test Stand (HCTS) Control System Upgrade Kit, PN 2029AS100-20 under the authority of 10 USC 2304(c)(1), FAR 6.302-1, as Dayton T. Brown is the original equipment manufacturer (OEM) and sole source designer and manufacturer of the Hydraulic Component Test Stand (HCTS) Control System Upgrade Kit. The A/F27T-10 Hydraulic Component Test Stand (HCTS) provides the hydraulic, electrical and pneumatic power, instrumentation and controls necessary for diagnostic testing and functional acceptance of repaired/overhauled aircraft hydraulic and pneumatic components. The Hydraulic Component Test Stand (HCTS) Control System Upgrade Kit replaces the antiquated Data Acquisition Computer System and Control system on the HCTS. DTB is currently under contract with the U.S. Navy to produce the Hydraulic Component Test Stand (HCTS) Control System Upgrade Kits. Dayton T. Brown is the designer, developer, and Original Equipment Manufacturer (OEM) of the Hydraulic Component Test Stand. They are the only known source to have spare parts available to meet the time constraints and short deadline requirement to fulfill the program requirements for support and meet Initial Operating Capability (IOC). This notice of intent is not a request for competitive proposals; however, the government will consider all responses received to this notice. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. No solicitation will be available for this procurement.
