Description

The National Park Service, Department of the Interior, is soliciting proposals from firms having the capability of performing security guard services at the USS Arizona Memorial, Honolulu, Hawaii. The work includes furnishing uniformed security personnel from the hours of 7am to 5pm daily for foot and possibly bicycle or electric golf cart patrols of the parking lots, and assisting in baggage screening. Security guard will also be responsible for assisting the general public with basic information concerning the Memorial site. Offerors are being solicited on a full and open competition basis. THIS IS A PRESOLISITATION NOTICE ONLY--Issuance of the Request for Proposal (RFP) is expected to be on or about July 21, 2008 with proposals due thirty (30) calendar days thereafter. Actual due date will be established upon issuance of the solicitation interested parties may download the solicitation from www.fedbizopps.gov of directly from the DOI National Business Center website at: http://ideasec.nbc.gov. Hard copies of this solicitation WILL NOT BE AVAILABLE. The solicitation and attachments will be posted on electronic commerce (EC) ON OR ABOUT July 21, 2008 at the following website: http://ideasec.nbc.gov. Offerors wishing to receive electronic notification of changes will need to be registered to receive notification of this specific solicitation at that website. This service is provided for convenience only and does not serve as a guarantee of notification. Subscribers to this service are ultimately responsible for reviewing the EC site for all information relevant to this solicitation. Plan holders will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notifications will be sent. Responses will be due approximately thirty (30) calendar days following the date of posting of the solicitation unless extended by amendment. The following are the ANTICIPATED evaluation factors and their associated acceptability standards: The Government will consider an offeror's capability (technical expertise and past performance), in comparison to the offered price, with price being equal in importance to the offeror's capability. 1. Prior Experience: "Prior Experience" is differentiated from "Past Performance" in that this is factual, documented, information about specific work the quoter has performed, which demonstrates the Offeror's ability to accomplish the work. Standard of Acceptability: The Offeror shall have successfully completed, as the prime contractor, 2 similar projects within the past 3 years. 2. Standard of Acceptability: Each plan shall adequately address each of the following topics in such a manner as to insure the contract will be successfully completed: Quality control, Schedule control, Scope changes, Safety & Security. 3. Past Performance: Past performance is a measure of the degree to which the contractor has satisfied it's customers in the past. Standard of Acceptability: The Offeror must receive at least a satisfactory past performance rating from all sources contacted by the NPS. PRICE: The National Park Service shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 15.4 The Government intends to issue a one (1) year, Firm-Fixed Price contract, from date of award. This is a "Best Value" negotiated procurement. The Government anticipates the solicitation will require submittal of the following information; Price and Past Performance. To be considered for this award, offerors must be registered in the Central Contractor Registration (CCR) database at ww.ccr.gov prior to award. Lack of registration will make an offeror ineligible for award. This notice DOES NOT obligate the government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any proposal preparation costs. The solicitation will be available electronically at Fedbizopps.gov. Any amendments will be available at the same URL and offerors will be responsible for obtaining all amendments.
