Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with the University of California, Riverside (UCR) for Analysis of the Simplified Measurement Method (SMM) vs. Portable Emission Measurement System (PEMS) for Marine Engine Exhaust. UCR will be tasked with running a marine in-use emission measurement test incorporating the measurement of NOx, THC, CO, and CO2 from the marine engine exhaust. The emission measurements will occur simultaneously using an SMM system that is compliant with IMO NOx Technical Code and a PEMS system that is compliant with 40 CFR Part 1065. There will be two optional tests for (1) Testing of Main Propulsion Engine on Low Sulfur MDO (LSMDO) within 24 nm of Port and (2) Testing of Additional Marine Vessels.UCR researchers are uniquely qualified for this effort due to their extensive expertise in being able to measure the required regulated gaseous emission pollutants from ocean going vessel main propulsion engines using specialized laboratory based equipment as described in the International Maritime Organization (IMO) NOx Technical Code (Simplified Measurement Method). Market research revealed that the University of California, Riverside has the specialized SMS laboratory equipment required to conduct the measurement of on-board emissions from ocean going vessels and expertise in providing similar analyses. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm believing itself capable of providing the required analysis of the Simplified Measurement Method (SMM) vs. Portable Emission Measurement System (PEMS) for Marine Engine Exhaust may submit appropriate documentation within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
