Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Protected Resources Division located in St. Petersburg, FL intends to modify Purchase Order WC133F-07-SE-3789 for the development of a population model for threatened Elkhorn coral (Acropora Palmata), by adding an additional 12 month to the period of performance which will extend the period of performance through December 31, 2009 with the existing contractor, Tali Vardi, located in La Jolla, CA based on the following reasons 1) In order to complete the model and provide the NMFS Protected Resources Division with a usable product, a second year must be added; 2) The existing contractor is the sole owner of the initial model that has been developed to date, it would represent an unnecessary burden to put this expansion out for competitive bid, because a new contractor would have to redevelop the model that has been created by the existing vendor. 3) The existing Purchase Order was awarded from a competitive bid, but only allowed for performance through December 31, 2008; 4) NMFS has made a significant investment in the creation of the initial population model and the cost to change contractors at this point would be far more costly to the Government then extending the current performance period for an additional 12 months and could result in a loss of data. The Government plans to negotiate with Tali Vardi for the continued development of a population model for threatened Elkhorn coral.
