- The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS) intends to procure on a sole-source basis with Dawn Provenzale, 508 Fulton Street, Durham, North Carolina 27705 for services regarding the Patient-Reported Outcomes Quality Improvement Survey for the Cancer Care Quality Monitoring System (CCQMS). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541690 and the business size standard is $6.5M Period of performance: Performance shall be for one year from date of award. The project's specific objectives are to augment the Veterans Health Administration's existing colorectal cancer care electronic quality measurement system tool to develop, with co-investigators at the University of Minnesota and the Minneapolis VAMC. The tool has been created by Dr. Provenzale for use in the VHA population. This is a patient and caregiver specific component of the tool in the form of a mailed survey that will complement the data collected from the medical record abstraction portion of the Cancer Care Quality Monitoring System. Once the survey has been developed, it will be linked with the CCQMS medical record abstraction tool and will be shared with colleagues in the Department of Defense for use in their health care system. The deliverables include: a.A well developed medical record abstraction tool (based on NCCN Guidelines) b.A well defined network of DOD investigators and sites to test the linked abstraction/survey tool. c.A well defined set of procedures for measuring quality of care through medical record abstraction and concomitant patient and caregiver survey. d.A manual that contains templates for the data abstraction and the survey tools, a data dictionary, codebook and source code, a quality indicator mapping document, a variable list and administrative tool, and other critical components determined to be necessary for use in DOD facilities. e.A draft manuscript that describes the development of the CCQMS medical record linked survey tool. Dr. Provenzale is uniquely suited to further extend her work in patient assessment and quality measurement to both the Veterans Administration and the Department of Defense through her current work as the principal investigator of the Colorectal Cancer Care Quality Measurement System (CCQMS) Development project in the VHA. In addition to her work on the CCQMS, Dr. Provenzale has had extensive experience in initiating and conducting multi-center studies of patient surveys and quality measurement and their use in electronic medical records systems for research. She is the only VA investigator that has VHA IRB approval to access electronic medical records for the purpose of developing and testing the Colorectal Cancer Care Quality Measurement System. This approval is essential to link the survey data to the medical records data. She also is the VHA Principal Investigator for the National Cancer Institute (NCI)/VHA collaborative Cancer Care Outcome Research and Surveillance (CanCORS), in which she is collecting data from 14 VHA sites to measure longitudinal outcomes and quality of colorectal cancer care via both medical record and patient survey and caregiver data. Dr.Provenzale is the only VHA member of the CanCORS Steering Committee. Given this background and expertise, Dr. Provenzale is uniquely qualified to undertake this work. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EDT on July 16, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration/certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
