Description
SPLASH-SPRAY ASSESSMENT TOOL DEVELOPMENT PROGRAM The Federal Highway Administration (FHWA) has a requirement for innovative approaches to the development of predictive models that will help determine the potential for splash and spray occurrence on highway pavements. The results from this activity will directly support ongoing efforts to improve user satisfaction with the nation’s highways. This effort has its foundation in the Pavement Surface Characteristics focus area of the FHWA Pavements and Materials Strategic Plan. Specific objectives of the forthcoming solicitation will likely include: 1.Evaluate prior work in the area of splash and spray mechanisms, effects, factors affecting, and measurement on in-service highways. 2. Develop a model to predict the water film thickness and propensity for splash and spray occurrence on pavement surfaces considering the range of conditions encountered on in-service highway pavements and under meteorological conditions anticipated. 3. Validate/refine the model developed under semi-controlled conditions. 4. Develop candidate threshold criteria based upon the model developed and the impact of splash and spray on highway users. 5. Document all development efforts and prepare technology transfer materials. This is a Pre-Solicitation notice (synopsis) for an acquisition which will be conducted under full and open competitive procedures. All potential sources are encouraged to submit proposals, either individually or in teams. The solicitation will be released in the near future, and will be available electronically at http://fedbizopps.gov. Interested parties may register at the aforementioned site to receive notice of this posting, as well as a variety of other procurement announcements and information related to this solicitation. It is the responsibility of interested parties to monitor the FedBizOpps website for any amendments or additional information related to this solicitation package and this procurement. For purposes of the Small Business Subcontracting Plan (when applicable), the NAICS code for this solicitation is 541712 with a Small Business Size Standard of 500 employees.
