Description
We propose to issue on 7/15/08 an 8a competitive set aside for Plastic Bags (trashliner and biodegradable bags). The procurement is for 8a certified vendors only. The procurement will consist of 5 NSN's that will have Definite Quantity Requirements for 1 year. There will be options to extend for additional years. The total duration of the contract will be up to 5 years. The DQ contract will consist of the following: Orders will be FOB Destination, 30 Days delivery. The annual DQ requirements will be divided into 12 months and purchase orders will be generated every 3 months. There will be an EPA clause I-FSS-396C which will track the resin prices every 3 months. Prices will be changed accordinly to the increase or decrease in the resin prices. The solicitation will issue on or about 7/15/08. The closing date for all offers received will be 7/30/08 4:00pm EST. Copies of the letters and requests to submit offers can be emailed to Lonnie.Cummings@gsa.gov or leaving a message at 212-264-2698. the specifications (IPD's) for the 5 items are listed below for your information: NSN: 8105-01-183-9764 BAG, PLASTIC, GENERAL PURPOSE (RIP-RESISTANT): IN ACCORDANCE WITH THE FOLLOWING STIPULATIONS: 1. DIMENSIONS: 1.1 Perimeter - Not less than 183 cm (72 inches) when measured around the top edge of the fully opened bag. [When flat bags are supplied, this is equivalent to a face width of 91 cm (36 inches)]. 1.2 Height - Flat bags shall be not less than 147 cm (58 inches) high when measured from the top of the seal to the edge of the bag. Bags other than flat style are acceptable. However, to compensate for bunching at the seal, the bag height shall be increased beyond 147 cm (58 inches) by not less than 0.16 times the difference in length between the actual length of the seal and 91 cm (36 inches). 2. TYPE - HEAVY DUTY 2.1 DUTY RATING- Heavy, Test load shall weigh 34 kg (75 pounds) 2.2 COLOR- Dark Brown or Dark Green 2.3 QUANTITY PER BOX- 100 2.4 Ties - Required 3. Construction. Bags shall be made from plastic resin, modified as necessary so that the bags conform to the following requirements: 3.1 Impact Resistance Test: In accordance with ASTM-D-1709, method A, the material shall have a minimum impact resistance of 165 grams. 3.2 Tear Resistance Test: In accordance with ASTM-D-1922, the material shall have a minimum tear resistance in each direction of 480 grams. 3.3 Seal Continuity Test. Bags shall be placed in a clean container with smooth sides while adding the water. 17 liters of water are poured into the bag. The test is to be performed at 21 +/- 3 degrees C. The bag shall be grasped or clamped within 30 cm (12 inches) of the top, removed from the container and raised by hand or mechanical means until the bottom of the bag is not less than 30 cm (12 inches) from the floor. The bag shall be held in this position for 60 seconds. Any leakage constitutes failure of the test. If 1 or more of the 5 bags selected for this test fail, the lot shall be rejected. 4. REGULATORY REQUIREMENTS: Certification (plastic). The contractor shall certify that the plastic used in the manufacture of the item contains a minimum of 25% Post Consumer Material (PCM), in accordance with Code 40 of Federal Regulations Part 247. The Government reserves the right to require proof of such conformance prior to first delivery, and thereafter as may be otherwise provided for under the provisions of the contract. 5.PACKAGING/PACKING: One hundred (100) bags shall be packaged in a box in accordance with normal commercial practice. These boxes are then placed in a fiberboard container to withstand reshipment. Weight of the shipping container shall not exceed 51 pounds. NSN: 8105-00-759-0794 BAG, PLASTIC, GENERAL PURPOSE (RIP-RESISTANT): IN ACCORDANCE WITH THE FOLLOWING STIPULATIONS: 1. DIMENSIONS: 1.1Perimeter - Not less than 193 cm (76 inches) when measured around the top edge of the fully opened bag. [When flat bags are supplied, this isequivalent to a face width of 97 cm (38 inches)]. 1.2Height - Flat bags shall be not less than 165 cm (65 inches) high when measured from the top of the seal to the edge of the bag. Bags other than flat style are acceptable. However, to compensate for bunching at the seal, the bag height shall be increased beyond 165 cm (65 inches) by not less than 0.16 times the difference in length between the actual length of the seal and 97 cm (38 inches). 2. TYPE - HEAVY DUTY 2.1 DUTY RATING- Heavy, Test load shall weigh 34 kg (75 pounds) 2.2 COLOR- Clear 2.3 QUANTITY PER BOX- 50 3. Construction. Weight of the shipping container shall not exceed 51 pounds. 6.MARKING: For civilian destinations - in accordance with FED-STD-123, edition in effect on the date of issuance of the solicitation. For military destinations - in accordance with MIL-STD-129, edition in effect on the date of issuance of the solicitation. For both civilian and military destinations, bar code marking is required. Bar codes shall use the standard symbology specified in MIL-STD-1189. NSN: 8105-00-726-5607 BAG, PLASTIC, GENERAL PURPOSE (RIP-RESISTANT): IN ACCORDANCE WITH THE FOLLOWING STIPULATIONS: DIMENSIONS: Perimeter - Not less than 203 cm (80 inches) when measured around the top edge of the fully opened bag. [When flat bags are supplied, this is equivalent to a face width of 102 cm (40 inches)]. Height - Flat bags shall be not less than 122 cm (48 inches) high when measured from the top of the seal to the edge of the bag. Bags other than flat style are acceptable. However, to compensate for bunching at the seal, the bag height shall be 0.16 times the difference in length between the actual length of the seal and 102 cm (40 inches). TYPE - MEDIUM DUTY DUTY RATING - Medium, Test load shall weigh 23 kg (51 pounds) COLOR - Clear QUANTITY PER BOX- 125 Construction. Bags shall be made from plastic resin, modified as necessary so that the bags conform to the following requirements: Impact Resistance Test: In accordance with ASTM-D-1709, method A, the material shall have a minimum impact resistance of 110 grams. Tear Resistance Test: In accordance with ASTM-D-1922, the material shall have a minimum tear resistance in each direction of 240 grams. Seal Continuity Test. Bags shall be placed in a clean container with smooth sides while adding the water. 11.5 liters of water are poured into the bag. The test is to be performed at 21 +/- 3 degrees C. The bag shall be grasped or clamped within 30 cm (12 inches) of the top, removed from the container and raised by hand or mechanical means until the bottom of the bag is not less than 30 cm (12 inches) from the floor. The bag shall be held in this position for 60 seconds. Any leakage constitutes failure of the test. If 1 or more of the 5 bags selected for this test fail, the lot shall be rejected. WORKMANSHIP: The material shall be uniformly fabricated in accordance with good commercial practice, and free from cracks, cuts, holes, chafed spots, or other defects which impair its usefulness. The material shall be free from dirt, contamination, mold release compounds, or other foreign matter. Product Conformance: The products provided shall meet the salient characteristics of this item description. The quality of the product sold to the government shall be equal to or better than the quality of the product sold by the manufacturer in the commercial market. The government reserves the right to require proof of such conformance. PACKAGING/PACKING: One hundred twenty five(125) bags shall be packaged in a box in accordance with normal commercial practice. The shipping container shall be in compliance with the National Motor Freight Classification and the Uniform Freight Classification. Weight of the shipping container shall not exceed 51 pounds. NSN: 8105-01-562-9161 BAG, PLASTIC, DEGRADABLE: In accordance with the following stipulations: 1)Shelf Life: 18 months. Date of manufacture will be printed or stamped on outside of fiberboard box, Bags shall be not more than one month old at time of delivery to the government. 2)Degradable in landfill conditions in 12-24 months. 3)Duty Rating (chips): Heavy, Test load shall weigh 50 pounds. 4)Width: 36 inches. 5)Length: 58 inches. 6)Thickness: 1.20 Mils. 7)Quantity per Box: 80 bags. 8)Color: Lt. Green 9)Assembly method: Heat Seal. 10) Capacity: 55 gallons. Load Capacity Test: Bags selected for the Load Capacity test shall be placed on a smooth horizontal surface and spread open as wide as possible to facilitate inserting the test load. When cans constitute the test load, they shall be free from burrs or sharp edges and shall be placed in the bag by hand, 1 at a time. Cans shall weigh between 1 and 2 pounds each. The test load shall be gently placed in the bag and shall be distributed throughout the bottom portion of the bag. Stacking is not required, but bunching up of the test load shall be avoided. After adding the test load, the bag shall be grasped or clamped within 30 cm (12 inches) of the top and raised by hand or mechanical means until the bottom of the bag is not less than 30 cm (12 inches) from the floor. The bag shall be held in this position for not less than 60 seconds. Any spillage of the test load constitutes failure of the test. Any tear in the bag more than 3 cm (1 inch) long constitutes failure of the test. If 1 or more of the 5 bags selected for this test fails, the lot shall be rejected. Seal Continuity Test. Bags shall be placed in a clean container with smooth sides while adding the water. A volume of water at 21 deg + 3 deg C (70 deg + 5 deg F) weighing 50 + 1% of the load capacity specified in the contract shall be poured into the bag. (Water at 21 deg C weighs 998 grams per liter.) The bag shall be grasped or clamped within 30 cm (12 inches) of the top, removed from the container and raised by hand or mechanical means until the bottom of the bag is not less than 30 cm (12 inches) from the floor. The bag shall be held in this position for 60 seconds. Any leakage constitutes failure of the test. If 1 or more of the 5 bags selected for this test fails, the lot shall be rejected. WORKMANSHIP: Each bag shall be uniformly fabricated in accordance with good commercial practice, and be free from cracks, cuts, holes, chafed spots, or other defects which impair its usefulness. The material shall be free from dirt, contamination, mold, or other foreign matter. PACKAGING/PACKING: Eighty (80) bags shall be packaged in a fiberboard box that could withstand reshipment. The shipping container shall be in compliance with the National Motor Freight Classification and The Uniform Freight Classification. PCRM: Regulatory requirement (Plastic Trash Bags): The contractor shall certify that the product offered shall include a minimum of 10 - 100 % postconsumer recovered material as defined by the Comprehensive Procurement Guidelines in accordance with 40 Code of Federal Regulations (CFR) Part 247. NSN: 8105-01-562-9160 BAG, PLASTIC, DEGRADABLE: In accordance with the following stipulations: 1)Shelf Life: 18 months. Date of manufacture will be printed or stamped on outside of fiberboard box. Bags swhall be less than one month old at time of delivery to the government). 2)Degradable in landfill conditions in 12-24 months. 3)Duty Rating (chips): Heavy, Test load shall weigh 50 pounds. 4)Width: 33 inches. 5)Length: 39 inches. 6)Thickness: 1.20 Mils. 7)Quantity per Box: 128 bags. 8)Color: Lt. Green 9)Assembly method: Heat Seal. 10)Capacity: 33 gallons. Load Capacity Test: Bags selected for the Load Capacity test shall be placed on a smooth horizontal surface and spread open as wide as possible to facilitate inserting the test load.
