Description
This is a notice of intent to negotiate and award a sole source purchase order under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) to CoCreate Software, Inc. of Fort Collins, CO 80525-5735. This acquisition is for an engineering database upgrade at the National Institute of Standards and Technology (NIST), Center for Neutron Research (NCNR). Presently, two NCNR engineering groups utilize different methods for managing data to support their respective missions. The existing system used by the NCNR Reactor Engineering Group consists of a shared network drive composed of a hierarchal structure of folders containing 2-D engineering drawings, Engineering Change Notices (ECN’s), Microsoft Office documents, images and Adobe Portable Document Format (pdf’s) files. Search and retrieval capability is provided through a Microsoft Excel spreadsheet. This database consists of over 4,100 drawings (some are AutoCad and AutoDesk Inventor files), over 500 ECN’s, several hundred Microsoft Word documents including the National Bureau of Standards Reactor (NBSR) Engineering Manual, and over 2,500 photographs of NBSR equipment. The NCNR Instrument Engineering Group operates a central server based relational database system that contains over 80,000 models and drawings of the NCNR facility and associated instruments. A Microsoft SQL server database is used in conjunction with CoCreate ModelManager software to store and retrieve information. The purpose of this procurement is to upgrade the existing CoCreate ModelManager database by incorporating all of the files contained in the shared network drive of NCNR Reactor Engineering Group and provide easy and intuitive access to these files by all users (e.g., using attribute searches). The upgraded database will allow users to better manage the data from both groups, bringing everything under the CoCreate ModelManager database. This procurement will require the contractor to upgrade and modify an existing NCNR CoCreate ModelManager database to support new document types, non-CoCreate applications and users that are novices or neophytes. CoCreate Software, Inc., has developed the database system to be upgraded. To preserve the integrity of the proprietary ModelManager software and maintain any warranty and service agreements, NIST intends to contract with CoCreate Software, Inc. for this upgrade. CoCreate has developed proprietary tools in order to complete database upgrades of this type and has gained intimate knowledge of the current NCNR database from support they have provided. This notice of intent is not a solicitation. Interested parties may identify their interest; however, they must clearly and unambiguously demonstrate their ability to perform the requirement in writing, no later than the response date in order to be considered. A determination by the Government whether to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information submitted in response to this notice will be used solely to determine whether competitive procedures may be used by the Government.
