Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT: Under the authority of FAR 6.302-1, it is the Governments intent to award a sole source service contract to Georgia Tech Applied Research Corporation (GTRI), 505 Tenth Street, Atlanta, Georgia 30332-0001, for the Cochiti Baseline Study: Independent Review and Outreach. THIS IS NOT A FORMAL SOLICITATION. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received within 15 days will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the fact that GTRI has been assigned as the southwestern region research and development center for hazardous substances technology and outreach by the EPA, and also due to Tribal Sovereignty of the Pueblo de Cochiti. The Cochiti Baseline Study is located almost exclusively on Trust and Fee lands of the Pueblo de Cochiti, a federally recognized Native American Tribe. As such the government has specific responsibilities to safeguard sensitive Tribal resource information. GTRI has significant experience in working in similar situations and has agreed to conform to confidentiality agreements and protocols between the Government and the Pueblo de Cochiti. Award of this service contract will be based upon the EPA requirements and the Tribal sensitivity issues, the possible responses to this notice, and is solely within the discretion of the Government.
