Description
The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis, hardware calibration and software maintenance for a MI-2097 antenna pattern measurement system with a custom built signal generator. The agreement is for a period of one year with four additional one year options and includes a one time administrative training course for the MI-3000 support equipment. This is critical antenna test equipment used in support of the phased array antenna which is a main component of the Advanced Threat System (ATS) radar located at the Electronic Combat Range (ECR) at China Lake. Microwave Instrumentation Technologies LLC is the only source that can provide this service. The original manufacturer was Scientific Atlanta (SA) which was acquired by MI Technologies. The MI-2097 system is a commercial off-the-shelf (COTS) system with installed accessories specific to the ATS threat at ECR. This is the only company that maintains, updates, and calibrates this antenna pattern measurement system. The equipment was not delivered with documentation at the level necessary to be able to calibrate and perform software updates, or to contract out that capability to anyone other than MI Technologies. Any firms believing that they can provide the required services may submit a written response to be received at the Contracting Office no later than 5 days after the date of publication of this notice, clearly showing the ability to provide the service without compromising the quality, accuracy, and reliability of the equipment or without causing programmatic hardship to the program.
