- Defense Information Technology Contracting Organization (DITCO) plans to issue sole source extension modifications for the DISN Transmission Services-CONUS Extension (DTS-CE) Contract DCA200-99-D-0050 with AT&T, DTS-CE Contract DCA200-99-D-0051 with Verizon Business (MCI) and DTS-CE Contract DCA200-99-D-0052 with Sprint. The proposed modifications of the three contracts referenced above are a continuation and extension of the work performed by AT&T, Verizon Business(MCI) and Sprint. All three contracts were competitively awarded on 23 March 1999. DISA intends to extend the existing contracts with AT&T, Verizon Business (MCI) and Sprint to allow for the sustainment of services until approximately 2522 circuits can be transitioned off the existing contracts. These modifications will extend the period of performance of the contracts from 23 March 2009 to 22 March 2010 with two additional one year options. The DTS-CE contracts provide sub-T1 through OC-N point-to-point transmission services for the Department of Defense and its Services and Agencies and other Federal Departments within the Continental United States. In addition to transmission services, the DTS-CE contracts provide (as specified by the Government) post, camp, and station wiring to accommodate transmission service delivery to or between any Government identified Service Delivery Point(s) (SDPs). Contractors must maintain any equipment they installed and provide trouble administration functions to enable users to report problems that effect service, to resolve reported problems, and to determine the status of trouble reports. The DTS-CE Contractors ensure the protection of the circuits and the network management data transported or contained within the circuits. Network management data includes accounting, configuration, fault, performance, and security management data, service provisioning, and trouble administration. Such information is critical to ensuring the availability of the network and as such, shall require appropriate mechanisms to protect from unauthorized disclosure and modification. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
