Description
The Division of Acquisition and Cooperative Support (DACS), National Science Foundation anticipates releasing a Request for Proposal (RFP) under Solicitation Number DACS08P2170 on or about July 31, 2008. The procurement will be conducted under the procedures of FAR Part 15, Contracting by Negotiation and is a total small business set aside. The applicable NAICS code is 541611 and the business size standard is $6.5 million. The Government is not obligated and will not pay for any information received from potential sources as a result of this notice. This is not a request for proposals. The Industrial Innovation and Partnerships (IIP) Division of the National Science Foundation (NSF) requires a contractor to provide technical support for its commercialization assistance to Phase II/IIB grantees as authorized by the Small Business Innovation Reauthorization Act of 2000. Such tasks may include, but are not limited to, establishment and management of a Mentor Program for NSF Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Grantee Phase II/IIB awards, development of intellectual property (IP) assessment tool, and development of information management tool. This is the first contract for this type of assistance for the NSF SBIR/STTR programs. It will provide grantees with commercialization consultation to assist with the success of their grant. The period of performance is estimated to be sixty months. There will be one base period consisting of 24 months and three option periods, consisting of twelve months for each option period. A Fixed Price contract is anticipated. Interested firms must check fedbizopps for a copy of the solicitation when it is released. Copies may also be obtained from the NSF website at: www.nsf.gov/about/contracting. There will be no (paper) copies of the solicitation made available when it is published. It is the responsibility of interested parties to independently watch the website for updates to any and all documents. Potential offerors are responsible for downloading their copy of the solicitation and amendments, if any. No telephone inquiries about this notification will be accepted. This is a Presolicitation Notice and does not commit the Government to award of any contract under the above listed terms. Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment. Information on registration and annual confirmation requirements may be obtained by assessing the CCR website at: http://www.ccr.gov.
