- The National Institutes of Health (NIH), National Cancer Institute (NCI), Community Clinical Oncology Program (CCOP), plans to procure on a sole source basis services regarding CCOP sustainability with the University of North Carolina Chapel Hill, 104 Airport Dr., CB 1350, Chapel Hill, NC 27599. This acquisition will be processed under FAR Part 12, Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.501 to use simplified procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the business size standard is $6.5M. Period of Performance: Performance shall be for one twelve (12) month base year period with one six (6) month option period. The National Cancer Institute's (NCI) Community Clinical Oncology Program (CCOP) is a national program that conducts state-of-the-art cancer clinical trials in community settings. The CCOP is a three-way partnership involving the NCI's Division of Cancer Prevention (DCP), cancer centers and clinical cooperative groups (known as CCOP Research Bases), and local networks of community hospitals and physicians (know as CCOPS or Minority-Based CCOPS). NCI provides overall direction and funding; CCOP research bases design and conduct the clinical trials; and CCOPS accrue patients, collect data, and disseminate study findings. One third of patient accrual to NCI-sponsored Phase III clinical trials is attributed to the CCOP Program. The purpose of this requirement is to support a longitudinal analysis of all CCOP organizations active from 1991 through 2007 to investigate and evaluate the following questions: (a) how do organizational factors like CCOP size and geographic reach affect CCOP survival and performance; (b) how do network factors like the number and types of clinical trials available and the number and strength of CCOP ties to research bases affect CCOP survival and performance; and (c) how do local environmental factors like provider competition and market consolidation affect CCOP survival and performance. In order to complete this analysis in the timeframe stated in this contract, the contractor must have extensive understanding of the CCOP Program and the issues that community physicians face in the implementation of clinical trials in their practice. Dr. William Carpenter with the University of North Carolina, Chapel Hill is uniquely qualified to complete this project. As the Principal Investigator for this project, he has been involved in two of the previous CCOP evaluations, one of which focused on organizational adaptation. This work has given them insight into the complexity of the Program, and its associated data. This framework is critical to the carrying out the current project, especially considering the time-frame. Dr. Carpenter will be working with other investigators within the Cecil G. Sheps Center for Health Services Research at the University of North Carolina, Chapel Hill. Several in-depth evaluations of the CCOP Program over the past two decades have been conducted by the Cecil G. Sheps Center. These prior working relationships will eliminate the need for extensive background research on the CCOPS, which would otherwise substantially increase the overall project costs This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party has the unique capabilities, resources and personnel to perform the requirement. Capability statements must be received in the contracting office by 1:00 PM EDT, on July 7, 2008.
