- SYNOPSIS FOR TCS/WCS DRAFT RFP N00024-08-R-6294 (WCS) and N00024-R-6295 (TCS) FULL AND OPEN COMPETITIVE PROCUREMENTS FOR ENGINEERING TECHNICAL SERVICES AND SUPPORT OF SUBMARINE TACTICAL CONTROL SYSTEM (TCS) AND WEAPONS CONTROL SYSTEM (WCS) OF THE AN/BYG-1 COMBAT SYSTEM. In support of Program Executive Officer, Submarines (PMS425), the Naval Sea Systems Command (NAVSEA) hereby releases the draft RFPs via this synopsis. The draft RFPs are released for the purpose of soliciting industry comment prior to the Final release. Comments must be sent to the PCO, Mr. Peter Richmond at e-mail: Peter.Richmond@navy.mil, (202) 781- 3920, no later than 11 July 2008. Two separate DRAFT Request for Proposals (RFPs) are provided to encourage industry participation in the AN/BYG-1 Tactical Control System (TCS) and Weapons Control Systems (WCS) development, production, engineering and technical services for SSN688, SSN688I, SSN21, SSGN, SSBN, VIRGINIA, Collins and Future Class submarines including other foreign Navies. These competitive procurements are to provide; Engineering Technical Services including Materials and Support for the development and implementation of Technical Insertions and Advanced Processing Build (APB) integration for the TCS/WCS under the AN/BYG-1 Combat System. NAVSEA intends to release the formal/final solicitation in late July or early August 2008. The Government intends to award separate Cost Plus Incentive Fee (CPIF) contracts, each with one (1) base year, four (4) Option years and five (5) possible Award Term periods for the development, systems engineering, system integration, production, installation, logistics and support for the TCS and WCS. The Navy has established an Electronic Technical Information Center (E-TIC) to serve as the repository for unclassified technical information related to the TCS and WCS Program. In addition, a repository of classified and hardcopy information has been established in the Combat Control Systems Laboratory (CCSL) Library located in Building 1259 Room number 124 at Naval Undersea Warfare Center Division Newport (NUWCDIVNPT). Companies/individuals will be authorized access to these repositories on a need-to-know and appropriate security clearance basis. In order to gain access to the unclassified E-TIC, prospective offerors must have a valid PKI certificate and be able to supply your Joint Certification Program (JCP Certification) JCP # _________________. If the offeror has a valid PKI certificate, access to the E-TIC is gained as follows: First fill out an AIMTC Account Request form at the following link:https://www.aimtc.npt.nuwc.navy.mil/request.asp. The following fields must be completed as follows: the Branch or Code you support is PMS425, Navy Sponsor POC is Joseph Rhine, Navy Sponsor Code is PMS425, the justification for your need to know is Prospective Offeror for the TC (or) WC competition and check IQ9 TC (or) WC E-TIC as the area for which you have a need to know. When the request form is complete hit the send button at the bottom of the page and you will be notified that the request is being processed. An AIMTC User Account Information email will follow that provides E-TIC login and password information. Once an account has been established prospective offerors can access the E-TIC via the Access by Tools menu and selecting AIMTC IQ9 or directly at: https://aimtciq9.aimtc.npt.nuwc.navy.mil/Classified and hardcopy information is available in the Combat Control Systems Laboratory (CCSL) Library located in Building 1259 Room number 124 at NUWCDIVNPT, 1176 Howell Street, Newport RI 02841-1708. Companies/individuals who are interested in access to the CCSL must include this request for access in the written request for the classified appendix to the point of contact identified above. Once a prospective offeror's "need-to-know and security clearance" is verified and an endorsement is on file at NUWCDIVNPT, authorized firms will be notified of the specific procedures for gaining physical access to the CCSL. A Classified E-TIC is also available via SIPRNET at http://saimtciq9.nuwcnpt.navy.smil.mil. If access to SIPRNET E-TIC is desired mark SIPR E-TIC access request on the Unclassified E-TIC request form. The Government invites industry to submit comments or questions on the DRAFT RFP within two (2) weeks after its release. The Government will consider all comments that are received however, the Government does not commit to providing a response to any comment or question. The subsequent revision to the DRAFT RFP or draft specification based on comments received remains solely at the Governments discretion. Firms interested in subcontracting opportunities are encouraged to make their interests known in order that a Bidders List can be established for other firms or individuals that may be interested in subcontracting opportunities. This is not a request for proposal, a promise to issue a request for proposal, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis announcing the availability of draft specifications for industry participation and feedback. Establishment of the E-TIC, the SDC, and the issuance of a DRAFT RFP do not restrict the Government as to its ultimate acquisition strategy. This information is subject to modification and in no way binds the Government to award a contract. The government will not respond to any specific questions or comments submitted in response to this synopsis or information provided as a result of this synopsis. Interested industry partners are encouraged to access and provide comments to the draft RFP that will be released as a result of this synopsis.
