Description
[BASIC STATEMENT OF REQUIREMENT]1.BACKGROUND: 1.1.The Flight Loads Laboratory at the NASA Dryden Flight Research Center performshigh-temperature testing which requires the delivery of liquid nitrogen to a test setup.The liquid nitrogen is delivered to the test setup via vacuum jacketed cryogenic plumbingwhere it is then vaporized into nitrogen gas. The nitrogen gas is used to 1) cool quartzlamps used in heating systems and 2) displace oxygen in a large test chamber. 2.OBJECTIVE: 2.1.Replace the cryogenic plumbing system currently attached to NASAs 4000 gallonliquid nitrogen trailer with a modern plumbing system that will safely deliver liquidnitrogen per the specification listed below.3.SCOPE: 3.1.The scope of this effort is to design and fabricate a cryogenic plumbing systemthat will allow the safe transfer of liquid nitrogen from a 4000 gallon trailer to anexisting cryogenic plumbing delivery system.3.2.The new cryogenic plumbing system will include all of the necessary componentssuch as, piping, valves, gauges, pressure relief devices, and fitting connections. Onlynew components will be used in the fabrication.NOTE: The design and fabrication of the described cryogenic plumbing system shall beaccomplished in accordance with NASA-STD-8719.17, sections 4.3 & 4.4. 3.3.As a minimum, the design will include the following:3.3.1.Cryogenic plumbing system suitable for operating in the temperature range from-320F to 120F3.3.2.Cryogenic plumbing system capable of operating at a working pressure of 100 psig.3.3.3.Plumbing for filling the liquid nitrogen trailer via a CGA fitting.3.3.4.Plumbing for delivering liquid nitrogen from the trailer via a CGA fitting.3.3.5.Plumbing that will connect to the existing plumbing on the 4000 gallon tank andvaporizer.3.3.6.The capability to pressurize and automatically maintain the liquid nitrogen tankpressure at a minimum working pressure of 50 psig.3.3.7.Pressure relief system (burst disc, relief valve, and vent line).3.3.8.Gauges that show system pressure and the amount of liquid nitrogen in trailer ingallons. Gauges should be easily read at a distance of approximately 5 ft.3.3.9.The new plumbing system will fit within the existing metal cabinet attached tothe rear end of the 4000 gallon trailer.3.4.Provide 1 set of design drawings to NASA for approval prior to fabrication.3.5.Proper disposal of all items removed from the 4000 gallon trailer.3.6.Fabricate the new cryogenic plumbing system per the approved design and attachthe system to NASAs existing 4000 gallon trailer. Refurbishment will be performedon-site at the NASA Dryden Flight Research Center.3.7.Certify the cryogenic plumbing system for operation upon completion offabrication. Certification testing will be performed by a certified tester of cryogenicplumbing systems. Provide 1 set of certification documentation to NASA.3.8.Provide NASA with 2 sets of the documentation (manuals, specification documents,etc.) for all of components in newly installed cryogenic plumbing system.3.9.Provide NASA with 2 sets of the final as fabricated drawings.3.10.Provide 1 day of hands-on training for 2 students on the use of the cryogenicplumbing system.3.11.The requirements of this statement of work will be completed within five weeksafter the receipt of the purchase order.4.Vendor must be a licensed contractor certified to work on cryogenic systems.[FOLLOW-UP AND LEGAL]The Government intends to acquire a commercial item using FAR Part 12 and 13.Interested responsible sources may submit their quote to perform the effort in writing tothe identified point of contact not later than 4:30 p.m. local time on JULY 15, 2007. Oral communications are NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
