- In accordance with FAR 12.6, this is a combined synopsis/solicitation FA2517-08-T-6102 for Dell Workstations (brand name or equal) and flat-panel monitors service as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) code is 334111, and the size standard is 1,000 employees. There is no set-aside for this requirement--full and open competition. Fourteen Dell desktop workstations and flat panel monitors (brand name or equal). Brand Name or equal items are requested in this soliciation IAW FAR 52.211-6. Salient characteristics are attached. To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must meet the salient characteristics listed in this attachment and must be identified by brand name (if any) and make or model number. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-24. The following provisions are applicable to this solicitation: FAR 52.212-1, Instructions to Offerors--Commercial Items. Offers shall be submitted on company letterhead and include the solicitation number, FA2517-08-T-6102. Provide pricing and number of days from receipt of the quotation that it is valid. All firms must be registered in Wide Area Workflow(WAWF) at https://wawf.eb.mil at time of quote submittal. DUNS, Cage Code, tax ID, terms and conditions shall be submitted with quote. All firms must be registered in the Central Contractor Registration Database at www.ccr.gov in order to be considered for award. FAR 52.212-2, Evaluation-Commercial Items. Lowest Price Technically Acceptable is the evaluation factor used to evaluate quotations. FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (May 2008), offerors must fill out and provide this provision with their quotation if they cannot access the on-line ORCA database. A statement certifying documentation should be included with the quotation. FAR 52.212-4, Contract Terms and Conditions for Commercial Items FAR 52.204-7, Central Contractor Registration, contractors will not be considered for award unless the are fully registered and approved in the CCR at the following internet address: http://www.ccr.gov. FAR 52.204-8, Annual Representations and Certifications, contractors are required to input their Representations and Certifications into the online representations and certifications application (ORCA) database which is located at the following internet address: http://www.bpn.gov prior to award. The following clauses shall be applicable to the subsequent contract: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -Commercial Items(Apr 2006). The following subparts are also applicable: 52.219-6, 52.219-14, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33, 52.222-41, and 52.222-42, 52.222-50, 52.212.5-Deviation. FAR 52.232-25, Prompt Payment FAR 52.232-33, Payment By Electronic Funds Transfer-Central Contractor Registration FAR 52.252-2, Clauses Incorporated by Reference. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
