- This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District’s imminent issue of a Request for Proposal to obtain services for the fabrication, delivery and installation of six new high head wheel gates for the McCook Reservoir Main Tunnel System. PROJECT INFORMATION: The scope of this project includes fabrication, delivery, installation and in-place fit testing of Main Gates for the Chicagoland Underflow Plan (CUP), McCook Reservoir, Main Tunnel System. The Main Gates consist of a total of six unbonneted high head wheel gates with approximate dimensions of 14.5-feet by 29.5-feet each. Fabrication, delivery, and in-place installation and fit test shall include all necessary gate and sealing components, hydraulic cylinders and two hydraulic power units. The McCook Main Gates are a major and critical feature of the Tunnel and Reservoir Plan (TARP) system in Chicago. These gates will be installed inside of a large diameter gate shaft and wet-wells (by others) at approximately 260 to 300 feet below grade. The gate shaft site is located in Hodgkins, Illinois at the LASMA property owned by the project local sponsor, Metropolitan Water Reclamation District of Greater Chicago (MWRDGC). The MWRDGC site access, coordination, safety and security requirements and other references will be cited in detail in the contract solicitation. ACQUISITION INFORMATION: This acquisition is being competed full and open competition, unrestricted to business size. The Classification Code for this procurement is North American Industry System (NAICS) 332312 with a size standard of employees of 500. The Request for Proposal (RFP) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated or printed using Adobe Acrobat Reader. Interested Offerors can download the RFP Package from the Internet Site http://www.fedteds.gov. The RFP will be available at the above-mentioned Internet site on or about 25 July 2008. The due date for proposals will be on or about 25 August 2008 at 4:30 PM CDT. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). Contractors can access the CCR for free at http//www.ccr.gov. The Government intends to award a FIRM-FIXED PRICE SUPPLY CONTRACT, which will include some construction work.
