Description
Project consists of Design & Construction of a new Armed Forces Reserve Center Complex, located in the Ayer, Ft. Devens vicinity, Massachusetts. The project consists of six buildings: (1) The 800 - member Training Center (AFRC) is approximately 95,681 SF; (2) The Organizational Maintenance Shop /Area Maintenance Support Activity (OMS/AMSA) is approximately 60,250 SF; (3) The Consolidated Support Maintenance Shop (CSMS) is approximately 95,681 SF; (4) The ARNG Unheated Storage Building (ARNG UHS) is approximately 4,583 SF; (5) The Class IX ARNG Storage Building is approximately 16,053 SF; and (6) The USAR Unheated Storage Building (USAR UHS) is approximately 1,387 SF. All buildings are in the 3700 Area of Fort Devens in Worchester County, Massachusetts. The Training Center, OMS/AMSA, and USAR UHS buildings are located on Federal property. The CSMS, and CL IX ARNG Storage, and ARNG UHS buildings are located on State property. The project also includes 5900 SY Military Equipment Parking (MEP) in the 3400 Area of Fort Devens in Middlesex County, Massachusetts. The buildings will be permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems including air conditioning and electrical systems. Supporting facilities include site preparation, paving, fencing, covered wash rack, and extension of utilities to serve the project. Unit price options will be included for disposal of contaminated soil (CY) and disposal of contaminated material (ton). This solicitation is a Request for Proposal (RFP). The estimated price range is between $25,000,000 and $100,000,000. This Solicitation is a single phase procurement following the Design/Build Best Value solicitation process. This process requires potential Offerors to submit their performance, capability information, and technical information to be reviewed, evaluated, and rated by the Government. All Offerors are invited to a Pre-proposal Conference in the Ayer vicinity tentatively scheduled for July 17, 2008. A construction cost limitation will be provided in the Solicitation. The proposal process for this single-phase procurement consists of the following: Experience of the Prime Contractor and Design Team; Past Performance of the Prime Contractor and Design Team; Technical Information (Renderings, Design Drawings, and Design Narratives); Management Plan; Subcontracting Information; Bonding Information; Price; Past Performance on Utilization of Small, Small Disadvantaged, and Women-Owned Small Businesses; and Pro Forma Information. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The Solicitation will provide site plans, floor plans, and furniture plans of all buildings; the complete Statement of Work, and technical outline specifications. Furniture will be purchased by other contract. The Solicitation will be available by download from the Internet only. NAICS 236220. Contract duration is 910 days. This is an UNRESTRICTED procurement. Size Standard is $31.0M. Approximate issue date is July 9, 2008 and approximate due date for proposals is August 20, 2008 at 2:00 p.m. Louisville Time. Project documents will be web only.
