- The EPA has a need for a contractor to provide support to the EPA?s Office of Water, Office of Wastewater Management (OWM), in supporting the implementation of water-efficiency programs. In 2006, EPA launched a voluntary public-private partnership program that seeks to protect the future of the nation?s water supply by promoting water efficiency and enhancing the market for water-efficient products, services, systems, and practices. This market-enhancement program helps end-users identify water-efficient products and programs. The WaterSense? label indicates that these products and programs meet water-efficiency and performance criteria. WaterSense labeled products perform well, help save money, and encourages innovation in manufacturing. The contractor?s efforts will broadly support the EPA?s efforts to increase water efficiency in the U.S. The successful contractor will be expected to provide technical and administrative support services to aid the Agency in the following task areas primarily in the water efficiency arena: market transformation strategy development; technical analysis of programs and products; voluntary specification development for products, programs, and/or services; general voluntary program support; market/industry analysis; partnership development; product certification and conformity assessment; tracking, evaluation & analysis; marketing and outreach; consumer education; customer service/relationship management; recognition; website development and maintenance; and general outreach materials development such as, case studies, newsletters, slide shows, brochures, videos, public displays, etc. The resulting contract will include management of multiple, concurrent workassignments which will require long-term as well as quick turn-around responses essential to the responsibilities of the Office of Water within the WaterSense programs. This will be a performance based acquisition including a performance work statement and quality assurance surveillance plan. The anticipated contract type level-of-effort, cost-plus-fixed-fee contract consisting of a base period performance of twelve months, followed by four (4) optional performance periods of 12 months each. The base period will consist of a maximum amount of 47,500 professional direct labor hours, with 32,500 base direct professional labor hours plus 15,000 optional quantity direct labor professional hours. Option period one, two, three and four will each consist of a maximum amount of 47,500 professional direct labor hours, with 32,500 base direct professional labor hours plus 15,000 optional quantity direct labor professional hours. There will be a maximum potential combined total of 237,500 direct labor professional hours, base and all optional quantities, over the potential five (5) year life of the contract. The standard EPAAR solicitation provisions (EPAAR 1552.209-70 and 1552.209-72) requiring an offeror to certify that it is unaware of any potential Conflict of Interest or to disclose any potential Conflict of Interest of which it is aware will be a part of the solicitation. The standard EPAAR solicitation provision (EPAAR 1552.209-71) requiring a contractor to make full disclosure of any actual or potential Conflict of Interest discovered after contract award will also be a part of the solicitation. In addition, the contractor shall be subject to the clause LIMITATION OF FUTURE CONTRACTING (EPAAR 1552.209-74), which may limit the contractor?s eligibility to perform work as a prime Contractor or subcontractor under an ensuing EPA contract. Additionally, this clause will require that for the life of this contract the contractor shall be ineligible to enter into a contract to perform work for any of the following types of firms unless otherwise authorized by the Contracting Off icer: 1) Firms that own, operate, consult for or invest in companies that make or sell products that are eligible to earn or have earned the WaterSense label; 2) Firms involved in the testing and certification of products to the WaterSense specifications (licensed certifying bodies);3) Professional Certifying Organizations; and4) Landscape Irrigation Professionals. This requirement will be a competitive full and open requirement. The applicable NAICS code is 541611. The projected start date of the contract is February 14, 2009. The solicitation is expected to be posted to the internet on or about July 25, 2008 as Solicitation Number PR-CI-08-10633 and may be accessed through the EPA?s home page on the World Wide Web (www.epa.gov) or through the direct link URL: http://www.epa.gov/oam/cinn_cmd.
