- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Purchase Request number is FD2030-08-07280. Combination synopsis/solicitation number is FA8124-08-R-0002. The solicitation is a request for Proposal (RFP). Closing date for quotations will be received at the issuing office until: 25 July 08 at 4:00 Central Standard Time. Because the OEM has agreed to only allow GE to use their technology GE is the only currently qualified source: General Electric Co. (Cage: 07482). The solicitation document, incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-24 dated 28 Feb 08. The North American Industry Classification System Code (NAICS) is 336412. This is a Basic year (CY08) and 4 option years (CY09-CY12). CY12 shall contain a minimum of three 90-day contingency extensions. This is a requirement for Line Item 0001, IETM build/delivery on CD-ROM (F108) for a quantity of 2 CD; Line Item 0002, Rapid Action Change (RAC) (F108), for a quantity of 1 LOT; Line Item 0003, Change Request (Non-Mod)(F108), for a quantity of 200 EA; Line Item 0004, Change Request (Mod)(F108); Line Item 0005, Supplemental IETM Build (F108). Description: The purpose of this Performance Work Statement (PWS) is to specify the requirements for conversion, integration, and sustainment of USAF Commercial Manuals to support the USAF Model F108-100 Turbofan Engines, Intermediate and Depot-Level manuals. The manuals deliveries shall comply with Industry Specifications (ATA) Standardized Generalized Markup Language (SGML), or applicable military specifications for Intermediate and Depot-Level maintenance Interactive Electronic Technical Manuals (IETMS). The tasks include the development of IETMS from Government furnished digital source files, sustainment support for applicable manuals post-IETM build, preparation of IETM-compliant Rapid Action Change (RAC) packages, incorporation of existing Time Compliance Technical Orders (TCTOs), RACs and AFMC Form 252 into the IETMS and IETM build efforts to support distribution of the scheduled IETM 180 day Revision Block Cycle Updates (BCU). Application: USAF model F108-100 Turbofan Engines, Intermediate and Depot-Level manuals. Required delivery is as follows: Specific Requirements: 1.4.1 Initial IETM Builds. (TASK 1) In order to satisfy the Governments immediate need to review the converted TMSS versions of the data in Table 1-1, a delivery of two copies of an Intermediate-level IETM and two copies of a Depot-level IETM is required. These initial IETM deliveries shall utilize the Government-provided SGML files. The Government shall provide SGML data and is responsible for any technical content errors. The contractor is responsible for correcting any errors related to SGML tagging issues, referencing (linking), etc. under the conversion task prior to initiating the IETM Build. 1.4.2 Technical Manual Change and Revision Service. (TASK 2& 3) The contractor shall incorporate TO change and revision data into the SGML and illustration baseline while utilizing the controlled environment of the contractor's document management system to maintain historical versions of the documents. The Government will provide a mixture of redline markup data developed from the previous version of the IETM system and AF Forms 252s to be used as source data for change/revision incorporation. All technical writing shall be accomplished by the Government. In addition, the contractor shall incorporate all outstanding Service Bulletins, LPSs, RACs and TCTOs. 1.4.3 TCTO Incorporation. (TASK 2 & 3) The contractor shall incorporate existing Government-provided TCTOs into the IETM system. TCTOs may be provided by the Government in PDF, Word and occasionally in paper. A TCTO index shall be provided and external referencing to TCTOs provided within the technical manuals shall be active (links to TCTOs from references within TOs). The cost shall reflect a price per TCTO to be incorporated. 1.4.4 RAC Distribution. (TASK 3) The contractor shall provide packaging and distribution of Rapid Action Changes (RACs) for the IETMS. The contractor shall convert and package the RAC complete with the IETM executable file and deliver it electronically to the Government within two business days. The cost shall reflect a price per RAC processed for each IETM system. 1.4.5 Scheduled IETM Builds. (TASK 3) The contractor shall perform the IETM build process and deliver two Final IETM CDs (complete with Installation Program) to the Government for each scheduled IETM Revision Cycle. Revisions are currently scheduled to occur every 180 days for each Intermediate Maintenance Manual (IMM) and each Depot Maintenance Manual (DMM) IETM System. The cost shall reflect a price per IETM build (to include two IETMS CD's). An additional build cost may be provided to cover the cost of re-accomplishment of a Final Build process to make changes that are required but are not the result of contractor error (last minute source data to be incorporated, etc). 1.4.6 Digital Deliveries (TASK 1, 2 and 3) The Delivery of TOs and TO updates in digital form will be on CD or DVD-ROM/digital media. 1.4.7 Initial IETMS Build CD or DVD-ROM Delivery (TASK 1) The contractor shall deliver IETMS files on CD or DVD-ROM. The delivery shall be of master quality for reproduction and distribution purposes. The delivery shall consist of an IETM file containing a list of TOs with the following information: basic date, revision number, change level date, change number, and incorporated supplements/RACs and applicable distribution statements, disclosure statement, and warning, handling, and destruction notice. The CD or DVD-ROM shall be capable of being replicated in accordance with verification by the current USAF publication source, e.g. DAPS. The contractor shall supply a CD or DVD-ROM test article to assure system compatibility with the current USAF publication source reproduction process. 1.4.8 Block Cycle Updates (BCU) (TASK 3) The IETMs revisions will be delivered as BCUs. By using the BCU method, re-issues of the medium are minimized. BCU will occur every 180 days for each IETM. The BCU CD or DVD-ROMs will include the IETM and SGML (when requested) files delivered on a single CD or DVD-ROM or set of CD or DVD-ROM's. It is suggested that small business firms or others interested in subcontracting opportunities in connection with described procurement make contact with the firm(s) listed. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference: 52.212-2 -- Evaluation -- Commercial Items. As prescribed in 12.301 (c), the Contracting Officer may insert a provision substantially as follows: Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) price; (ii) technical capability of the service offered to meet the Government requirement; Cost/Price and Technical Capability are of equal importance. b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
