- The U.S. Army Joint Munitions & Lethality Life Cycle Management Command, (JM&L,LCMC), Picatinny Arsenal, Picatinny, NJ intends to award a sole source contract to Invention Machine Corporation, Boston, MA for three software licenses. This requirement will be awarded under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. These licenses will allow the access to multiple methodologies such as root cause analysis, FMEA and related risk analysis disciplines, value analysis and value engineering. The software will allow the following requirements: The ability to build and search semantic indices of a wide range of internal corporate and personal documents. Search and retrieve concepts from the indexed documents and the source documents using a natural language query. The software will be able to apply value engineering principles and algorithms for optimizing system design configurations and to customize the algorithms to reflect user specific criteria. Automation of TRIZ strategies and methodologies for problem definition, problem analysis and inventive solution generation. A digital library of cross-industry, cross-disciplinary scientific principles and phenomena organized and searchable based on functional taxonomy. Automate root cause analyses and to automatically search and retrieve potential solutions to the identified root causes of complex problems. Ability to automate failure mode effects analysis (FMEA) and to automatically search and retrieve indexed content that pertains to known failure modes, their effects and causes. The software should have the ability to perform some of the requirements in the English, German, Japanese and French languages. All responsible sources, however, may submit a proposal that shall be considered by the agency.
