- THIS IS A COMBINED SYNOPSIS/SOLICITATTION for commercial items/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation P4450-08-0409 is issued as a competitive request for proposals (RFP). This solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular 97-26. Contract Line Item Number is as follows: CLIN 0001: Safety Plan.CLIN 0002: Effort to move/transport items from the 1st Bank to 311-317 Walnut Street.CLIN 0003: Effort to move/transport items from the 1st Bank to the Living History Center. Description: GENERAL REQUIREMENTSAll work will occur on the premises of Independence National Historical Park at the historic 1st Bank of the United States (south 3rd Street between Chestnut and Walnut Streets), the Independence Living History Center (on 3rd Street across from the 1st Bank of the United States), and 311-317 Walnut Street in Philadelphia PA. The contractor is responsible for securing all necessary parking permits in order to perform the work. STATEMENT OF WORKThe contractor will pack and move out of the 1st Bank of the United States approximately 16000 museum specimens that were previously stored at various historic buildings/sites. These objects range in size from a carpet tack to the entire second floor of an historic log cabin. Many objects are extremely fragile. Some wooden objects have peeling lead-based paint that must be protected during transport. The contractor must submit to the government a safety plan that describes how contract personnel will be trained to work in the presence of peeling lead based paint. This plan must be approved by the government before work begins. The contractor will provide all packing materials including cardboard boxes, cardboard moving bins, foam blocks that can be used to keep objects with protruding hardware (e.g. doors with knobs)from rubbing against one another, plastic shrink wrap, and unprinted newsprint for wrapping. NO BUBBLEWRAP WILL BE USED UNLESS IT IS SANDWICHED BETWEEN PLAIN BROWN WRAPPING PAPER. The contractor will move the contents of eight rooms from the 1st Bank basement (elevator available), and one half of the 1st Bank first floor over to 311-317 Walnut's three floors (elevator available). This includes the 16000 museum specimens and the 22 metal storage cabinets with drawers that contain the smaller specimens. Each cabinet drawer will be removed and shrink wrapped to contain its contents, and the drawers will be moved separately from the cabinets. Ten oversized museum objects and their containers (crates, intact door frames) will be moved from the 1st Bank first floor across the street into the first floor of the Living History Center. Objects moved to 311-317 Walnut Street will be delivered to the rooms specified and/or determined by government personnel. Once in place, each object will be unwrapped and placed on shelves as specified and/or determined by government personnel. The contractor shall remove, from the job site, any and all trash (object wrappings, boxes, bins) and dispose such trash off-site. All work shall be completed within 2 weeks after award of contract. FAR 52.212-1 Instructions to Offerors - Commercial Items, is incorporated by reference. FAR 52.212-2 Evaluation - Commercial Items is incorporated by reference. NOTE addendum to FAR 52.212-2 (a) as follows: offerors must demonstrate recent experience in successfully handling, packing, and transporting of historic objects of similar number, construction, age, size, and condition. This experience must be defined in a written statement with references. Award will be made to lowest priced, technically acceptable offeror. Offerors shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications - Commercial Items FAR 52.212-4 Contract Terms and Conditions - Commercial Items is incorporated by reference. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items is incorporated by reference. The resulting contract will be Firm Fixed Price (FFP). Proposals are due by 4:00 p.m. EST, 25 July 2008 at Independence National Historical Park, 143 South 3rd Street, Philadelphia, PA, 19106, Attn: Michael R. Sommeling. Offerors must acquaint themselves with the new regulations concerning Commercial Item Acquisition contained at FAR Subpart 12 and must ensure that all Representations and Certifications are executed and returned as required in this combined synopsis/solicitation. Offerors are strongly encouraged to perform a walkthrough of the job site prior to submitting any proposals. Appointments for walkthroughs will be made through the Chief Curator, Karie Diethorn, at 215-597-9373 during regular business hours (Monday to Friday 8:30 to 5:00). Hard copies of this combined synopsis/solicitation and amendments will NOT be mailed to the contractors. The Government will NOT accept electronic proposals.
