Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to IN/US Systems, 5809 North 50th Street, Tampa, FL 33610 for the acquisition of a B-RAM Model 4B Micro Fast LC Detector. This instrument is needed to measure radioactivity from an ultra high pressure liquid chromatography (UPLC) system. The B-RAM Model 4B has a small footprint (only 348 x 152 x 330mm) and can accommodate the latest UPLC techniques. This instrument also has a broad dynamic range over 5 orders of magnitude. Because the B-RAM Model 4B can detect small peaks in the presence of large peaks, it is the most sensitive radiodetector for fast liquid chromatography. The B-RAM Model 4B can also operates low flow pumps (down to 200ul/min) to increase the sensitivity in detection of radioactivity. IN/US is the only company that makes a radiodetector that EPA research requirements of small footprint, detects gamma and beta emitters, and can operate at a low scintillant flow rates (200ul/min). This instrument will a vital role in that it will allow fast and more precise liquid chromatography analysis. The EPA has identified IN/US Systems as the only vendor capable of satisfying this requirement. The circumstance permitting "Other than full and open competition" is FAR 13.106-1 (b) only one source reasonably available. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
