- The VA Pittsburgh Healthcare System (VAPHS) is seeking a contractor to provide primary care services to veteran beneficiaries at contractor's Community-Based Outpatient Clinic (CBOC) located within Belmont County, Ohio. VAPHS prefers that the Belmont County CBOC be located within the city limits of St. Clairsville, Ohio. Other locations outside this geographic area proposed by the Contractor will be considered, but are less favored. The Belmont County CBOC, currently located in St. Clairsville, Ohio has been in operation since May, 1995; and the enrollment as of 5/31/08 is 5,3074. The contract is for a Base Year plus four (4) Option Year Periods. The solicitation allows an eighty-nine (89) day start-up period. It is estimated that award will be made on or about 12/2/08, and the first patient(s) will be seen on or about 3/2/09. The estimated base year performance period is 3/2/09 3/1/10. The Belmont County CBOC shall be solely dedicated to veterans. The contractor shall be qualified to provide primary care services, such as, but not limited to: medical history, physical exam, clinical assessment diagnosis, treatment, waived laboratory tests (as specified in the solicitation), ECG's, x-rays (excluding invasive procedures, MRI's, CT and ultrasound), podiatry services, dietitian services, and mental health services provided by a licensed social worker (LSW). The contractor shall also provide space for telepsychiatry equipment to be placed within the facility by the VAPHS, and the contractors LSW will facilitate use of the equipment for the veterans. Physicians providing primary care services under this contract shall demonstrate evidence of education, training, and experience in Internal Medicine and/or Family Practice. The offeror will quote a "per member per month" all-inclusive capitation rate for the Base Year and each option year, and submit a written technical proposal addressing these evaluation factors: Past Performance, Staffing, Coordination and Continuity of Care, Site, and Small Disadvantaged Business (SDB) Participation Program. Hard copy and electronic versions of the solicitation will be available on or about June 25, 2008. Electronic solicitation may be obtained free at the following URL: http://www.fbo.gov. Any amendments to the solicitation will also be available at the URL address, and offerors are advised that they are responsible for obtaining amendments. Requests for hard copy solicitation must be in writing to Linda Glancy at the above address and accompanied by a non-refundable check for $5.00 made out to the VA Pittsburgh Healthcare System. No telephone requests will be accepted. A preproprosal conference will be held at the VAPHS, University Drive Division, Pittsburgh, PA; and the date, time, and conference room will be identified in the solicitation. Offerors may participate via conference call. The estimated proposal due date is August 8, 2008 (4:30 P.M.) EST. This solicitation is unrestricted.
