Description
SOURCES SOUGHT. This is a Request for Information (RFI) from interested sources and response to this RFI is voluntary and at the contractors expense. The Government is seeking qualified sources to provide a viable and affordable solution to furnish, install, replace and upgrade the existing Security Access Control System at Marine Corps Tactical Systems Support Activity (MCTSSA), Camp Pendleton, CA. The existing system includes the following equipment and software: iSecure Pro, 8 EA; File Server, 1 EA; HID Exterior Card Readers, 22 EA; Magnetic Locks, 5 EA; Electric Door Strikes, 23 EA; Terminal Controllers, 8 EA; and Exit Sensors, 4 EA. The access control system is integrated with the Simplex Grinnell iSecure Pro Security Management System which communicates with the iSecure Controller (ISC) to monitor and control system devices and send status information to the iSecure Server. ISecure Pro is no longer going to be supported and the Government is reviewing alternatives. The new solution shall include the latest state of the art technology capable of supporting the new generation Common Access Card (CAC) which the Department of Defense (DoD) started phasing in as the primary access control token as of October 2006. This new solution shall be in compliance with the Homeland Security Presidential Directive 12 (HSPD 12), and have dual-technology to support commands current HID proximity cards. Maintenance is required 24/7, with a four hour response time. Industry responses to this RFI may determine the Governments acquisition strategy. Responses shall explain in detail: (1) the contractors proposed solution to meet the requirements of MCTSSA to include a description of the equipment, an identification of existing Government equipment which can be used, and the specific capabilities of the proposed solution in accordance with HSPD 12; (2) the equipment warranty period for the proposed solution; (3) a rough range of magnitude (ROM) for the contractors proposed solution as a result of the site visit; (4) a reference list of related contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number; (5) information related to the contractors business size and socioeconomic status; and (6) a copy of the GSA Federal Supply Schedule if the contractor has a GSA contract. This synopsis is for information and planning purposes only, and it does not constitute a solicitation and should not be construed as a commitment of any kind by the Government to issue a solicitation, provide a response to the submission, or award a contract. A one-time site visit will be held on 9 July 2008 at MCTSSA, Camp Pendleton at 9 AM and interested parties shall contact Jon Aaron at 760-725-2295 for directions. All parties having the required experience and technical capability to meet all the above requirements are invited to submit a written capability statement to Jon Aaron, Contract Specialist, at jon.d.aaron@usmc.mil by 15 July 2008.
