- This notice is being prepared in accordance with FAR Part 5.203(a), and supplemented with additional information in this notice. The US Fish and Wildlife Service, Region 7, Alaska, will be soliciting via sealed bid for an indefinite delivery/indefinite quantity contract to supply gravel, sand, fill, and similar type minerals/soils, as well as grading, compacting, and leveling of this type of material supplied to several facilities in or near to the community of Bettles, Alaska. The proposed contract shall be inclusive of pricing for itemized materials and services related to the supply, leveling, spreading, compacting, and similar type actions for these types of materials. Background:The U.S. Fish and Wildlife Service, Kanuti NWR maintains several buildings at their field station in Bettles, AK. Frequently, gravel is needed to maintain, improve, create, or expand, the surface surrounding these buildings for the purposes of parking, roads, storage piles, and fill. The Service does not own the heavy equipment needed to obtain, haul, and deliver gravel to their facilities gravel, fill, sand, and related materials, so this contract will enable an indefinite delivery/indefinite quantity mechanism in which gravel and grounds related supplies and services may be procured as needed on a re-occurring basis. NOTE: Bettles, Alaska is located approximately 150 air miles west from the community of Fairbanks, Alaska. There are no roads in the summer to reach this site, and during winter, ground transportation is limited to an annual ice-road which may or may not be constructed. The ice-road is solely dependant upon ground and river freezing, and many previous years, the ice-road has not been constructed. The awarded contract will require the contractor to maintain equipment and materials at Bettles, Alaska Airport in sufficient quantity to allow for multiple delivery orders, some of will be utilized more regularly, and some materials and equipment not required at all on an annual basis. Overview:The contractor shall provide all labor, supplies, materials, delivery, transportation, spreading/leveling, and all that is necessary to complete individual delivery orders placed against the awarded contract within a 50 square mile radius of Bettles Field, Alaska. The proposed contract will have a guaranteed minimum yearly amount of $250.00 as follows: Base Period: $250.00Option Period One: $250.00Option Period Two: $250.00Option Period Three $250.00Option Period Four: $250.00 The Government makes no representation as to what would constitute a typical delivery order as the size and materials quantities can vary so widely. Only one award will be made in the aggregate to the low, responsive, responsible bidder. Delivery and specific equipment requirements shall be identified within individual delivery orders and may include one or many of the following equipment: Articulated Dump Truck Semi-Bottom Dump Truck, "Belly-Dump"(The semi bottom dump shall have the ability to lay material in a wind row (a linear heap). Loaders, graders, compactors, bucket scoops, dozers, and "skid-steer" type equipment, if specifically required to complete identified work, will be outlined within individual delivery orders. Equipment may be that which are in possession of the contractor and used in their normal daily business practices for similar services related to the awarded contract. Definition of "gravel" includes generally river terrace sand and gravel sand with a maximum clay/silt/dirt content of 5%. (See Bid Schedule) The proposed contract award will have a base period that will run from date of award through June 30, 2009, and will be inclusive of four (4) additional 12 month optional extension periods. This procurement will be unrestricted under NAISC classification #423320 with a small business size standard of 100 employees. A thirty day response time will be provide for receipt of bids with an estimated mandatory bid date of approximately August 7, 2008 at 2:00pm.
