Description
The 316th Contracting Squadron intends to solicit bids using a firm fixed price contract with a period of performance of a base 12 month period with four option periods for Nasatka Barrier/Bollard Maintenance at Andrews Air Force Base, Maryland 20762. This commercial acquisition will be accomplished in accordance with FAR Part 12, Acquisition of Commercial Items and Part 15, Contracting by Negotiations. The contractor shall provide all labor, supervision, equipment, materials, transportation, and perform all operations necessary to perform monthly inspections, routine service calls, emergency service calls, and reimbursable parts in support of Barrier/Bollard maintenance on Andrews AFB, MD 20762. The barriers and bollards will be identified to all interested parties during the announced Site Visit. The equipment to be maintained include the below Nasatka Model’s but not limited to the following: •(NASATKA NMSB III) •(NASATKA NMSB VI-SC) •(NASATKA XV) •(NASATKA XV MAX) The applicable North American Industry Classification System (NAICS) for this acquisition is 238990, size standard of $13M, and will be issued as a 100% Small Business Set Aside in accordance with FAR 19.502. Basis of award will be price and past performance. A competitive best value source selection will be conducted in which the competing offeror’s past performance history will be evaluated on a basis significantly more important than price considerations. The resultant award will be a firm fixed price contract. The Government reserves the right to award a contract to other than the low offeror if the offer is judged to provide the overall best value to the Government. The Government reserves the unilateral right to exercise any option periods. All eligible and responsible sources may submit a proposal which shall be considered by the agency The closing date and time for submission of offers will be contained in the solicitation package. The solicitation notices and any/all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (EPS) site at www.fedbizopps.gov. No paper copies will be issued for this solicitation. When the solicitation is posted, it is incumbent upon interested parties to review aforementioned site regularly for any updates/amendments to any and all documents. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and must be registered with the Central Contractor Registration (CCR) at www.ccr.gov and with Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. in order to be considered for award. CCR can also be reached by calling 1-888-227-2423. Anticipated issue date for the solicitation is on or about 10 July 2008 and can be accessed at the Federal Business Opportunities (FBO) website at www.fbo.gov. Potential offerors are responsible for monitoring the website for the release of the solicitation package and updated information. The government will not provide copies of the solicitation nor will telephone requests be honored. This notice does not obligate the Government to award a contract, it does not restrict the Government in its ultimate acquisition approach, nor does it obligate the Government to pay for any proposal preparation costs. Notice: The Air Force has non-government (contractor) employees assisting with its market research. These non-government employees, who have all signed nondisclosure agreements, will have access to industry responses. Due dates for the responses will be listed in the solicitation.
