Description
The Naval Surface Warfare Center Panama City Division intends to issue a sole source purchase order to the Research Foundation of the State University of New York to engineer and re-configure the current Diver Thermal Protection System (DTPS) to operate remotely from the diver. This redesign requires a modification to the DTPS so that it is remote from the diver, light weight, and portable. It will be connected to the divers tube vest via an umbilical so that the DTPS can provide coolant to adequately reduce divers heat stress. Contractor support is required to test the modified DTPS with the re-configured umbilical. This procurement is sole source for the following reasons. The State University of New York is the only agency that can conduct the required modifications to the system and perform the feasibility analysis. Over the last 7 years the State University of New York has developed a portable system with minimal moving parts that is known to be capable of cooling a diver. The State University of New York has shown that their system can maintain normal body temperature in water warmer than the proposed temperature called for in this tasking and they have pilot data showing that their system has a high probability of success. No other agency is known to have a system or the experience necessary to be tested in the SDV scenario. The State University of New York can accomplish this tasking in a reasonable time frame due to their extensive experience in this field. Therefore it is critical that this task is awarded to the State University of New York as soon as possible. FSC Code: AN14, NAICS Code: 541711, Size Standard: 500 employees.
