Description
The Bureau of the Census is issuing this notice as a combined synopsis / solicitation for commercial items in accordance with FAR part 12. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. Solicitation 51-SO-BC-8-00026 is issued as a Request For Quote. This solicitation and incorporated provisions and clauses are those in effect through FAC 2005-25. CLIN001 High speed dual purpose inserting system. Specification: 6 (six) inserting stations. All inserting stations must be capable of handling pieces ranging in size from 3.5 inch X 6 inch to 8.5 inch X 11.05 inch and thickness from a single sheet of 20 pound 8.5 inch X 11 inch laser copy paper up to inserts that are.25 inches thick. Each inserting station must have a means of detecting miss feeds and double feeds. System must also at a minimum detect jams in the insert track and at the point of insertion. The inserter must be able to maintain these standards at the systems full rated speed. Outside envelopes ranging in size from 4 inch X 6 inch to 10 inch X 13 inch and the following type of envelopes: no window, glassine and open window. The system must be capable of inserting an accumulated package up to.375 inches in thickness. The system must seal the package after assembly by applying water to pre-gummed envelope flaps. Sealed envelopes must be neat in appearance. System must have a no seal option. The system must count the number of assembled packages and retain the count in the event the system is powered off or loses power. Counter must be easy to reset. The system must be able to convey or stack the assembled packages. The system must alert operators to malfunctions, mechanical errors, software conflicts, other errors, and stop system as required for correction(s) by the operator. Sound level produced must be below the OSHA standards requiring hearing protection. Minimum of 365-day parts and labor warranty. Operators training for up to 30 employees. Technical training for 11 employees. Written Lock out / tag out procedures specific to the system quoted. Service, operator, and technical manuals, and schematics or logic diagrams required for in-house maintenance and troubleshooting. List of recommended on-site parts. Descriptions of sample packages are attached which indicated the target rate of processing required. Provide a separate cost for 12 months of full service maintenance commencing upon expiration of warranty. Maintenance shall include all parts, labor, and software upgrades. Warranty coverage from 7:00 am to 4:00 pm Monday – Friday. Delivery is FOB destination to the Bureau of the Census, 1201 East 10th Street, Jeffersonville, IN 47132, Bldg. 60 F. Acceptance at same location. Delivery on or before 08-15-08. Awardees will have to be registered at CCR.gov and complete a U.S. Census Bureau vender registration form.
