Description
COMBINED SYNOPSIS / SOLICITATION (i) This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. (ii) Request for Quote (RFQ) F3F3CF8162A001 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written offers only, oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). (iii) This combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 and through Department of Defense Acquisition Regulation Change Notice 20080513. It is the contractor's responsibility to be familiar with applicable clauses and provisions. North American Industrial Classification Standard: 423690; Small Business Size Standard: 500 employees Intercom Specifications for Mountain Home AFB Fire Dept. Mountain Home AFB Fire Department requires vehicle communications systems for ten vehicles. Specifications are listed below on a per vehicle basis with a summary of required equipment far all vehicles included at the end of this document. Vehicles designated as E-3, E-4 and E-21 System shall be a Six (6) position vehicle intercom system. System shall be capable of receiving and transmitting on the vehicles mobile radio. A mobile radio interface cable will connect the radio to the intercom. Intercom must be compatible with all mobile radios and/or cell phones. Base Intercom shall be enhanced with Voice Activated (EVOX) circuitry (automatic squelch control). System shall have Touch panel membrane display switches with a scalable LED volume indicator. System must utilize crimped-on connectors between intercom and headset plug in modules. Cabling must be a flat 6 conductor non-shielded cable capable of routing through holes not more than 3/8 inch in diameter. System must be completely modular allowing for replacement parts to be added without the need to cut and re-solder devices. Unit shall have a remote head switching capabilities via the faceplate with universal mounting capability. Driver and passenger positions shall each have Radio Transmit Headsets with integrated Dome Mounted Push to Talk (PTT). Headsets shall have independent Dome Mounted Volume controls. Headsets must be enhanced with strain relief at the headset dome as well as 45 degree angled 5 conductor plugs. Each headset will be interfaced to the intercom via a 5 conductor headset plug in module. Each headset will have a reversible boom mic and coiled cord of 3' in length. Crew positions shall each have intercom only headsets with integrated Dome Mounted Push to Talk (PTT). Headsets shall have independent Dome Mounted Volume controls. Headsets must be enhanced with strain relief at the headset dome as well as 45 degree angled 5 conductor plugs. Each headset will be interfaced to the intercom via a 5 conductor headset plug in module. Each headset will have a reversible boom mic and coiled cord of 3' in length. One exterior headset plug in position will be provided with full intercom and readio transmit/receive capablility. Exterior position must be weather resistant and incorporate a self closing mechanism so the lid is automatically closed when the headset is unplugged. A 15' coiled headset extension cable will be provided for use at the exterior position. System will include full intercom capability at all positions. All wiring and connectors for installation will be a flat 6 conductor wire with connectors at both the headset plug in modules locations. Heavy duty rubber coated headset hanger hooks will be provided for each headset location. (qty. 5). Each vehicle sytem components shall be as follows: 1 each Single radio Base Intercom 1 each Mobile Radio Interface Cable 5 each Interior Headset Plug in Modules 1 each Weather Resistant Exterior Headset Plug in Module 1 each Fifteen (15) foot coiled Headset Extension Cable 2 each Underhelmet, Radio transmit Capable Headsets 3 each Underhelmet, Intercom only Headsets 5 each Heavy Duty Rubber Coated Headset Hanger Hooks Vehicle designated as Wild Land Engine System shall be a Five (5) position intercom system. System shall be capable of receiving and transmitting on the vehicles mobile radio. A mobile radio interface cbale will connect the radio to the intercom. Intercom must be compatible with all mobile radios and/or cell phones. Base Intercom shall be enhanced with Voice Activated (EVOX) circuitry (automatic squelch control). System shall hav touch panel membrane display switches with a scalable LED volume indicator. System must utilize crimped-on connectors between intercom and headset plug in modules. Cabling must be a flat 6 conductor non-shielded cable capable of routing through holes not more than 3/8 inch in diameter. Driver and passenger positions shall each have radio transmit headsets with integrated Dome Mounted Push to Talk (PTT). Headsets shall have independent dome mounted volume controls. Headsets must be enhanced with strain relief at the headset dome as will as 45 degree angled 5 conductor plugs. Each headset will be interfaced to the intercom via a 5 conductor headset plug in module. Each headset will have a reversible boom mic and coiled cord of 3' in length. Crew positions shall each have intercom only headsets with integrated Dome Mounted Push to Talk (PTT). Headsets shall have independent Dome Mounted Push to Talk (PTT). Headsets shall have independent dome mounted volume controls. Headsets must be enhanced with strain relief at the headset dome as well as 45 degree angled 5 conductor plugs. Intercom must be compatible with all mobile radios and/or cell phones. Base intercom shall be enhanced with Voice Activated (EVOX) circuitry (automatic squelch control). Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control (QC). (viii) The Government will award a firm-fixed price contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the synopsis/solicitation will be most advantageous to the Government, price and other factors considered. Award shall be based on All or None and Best Value to the Government. Best value can include but is not limited to price, delivery date, and technical capability. (ix) The clause at FAR 52.212-4 Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.212-4 addendum is also included.
