Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport, anticipates acquiring services to operate, and maintain the Technology Center for Cables and Connectors (TC3) facility located at NUWC Division Newport, Newport, Rhode Island, The contractor shall provide TC3 facilities maintenance and operation, parts procurement and logistic services, fabrication services, research and development services, test and evaluation services, Reliability/Maintainability/Availability (RMA) services, programmatic support, and In-Service Engineering Activity (ISEA) services in support of Code 15 Sensors and Sonar Systems under the cognizance of the Naval Undersea Warfare Center Division Newport, RI and its detachments. Award of an Indefinite Delivery/ Indefinite Quantity contract is anticipated with Cost Plus Fixed Fee, with fee adjustment provisions against which both Term and Completion orders may be placed. The performance period will be five years from the date of award. Key labor categories include: Manager, Program Project II, 10,000 hrs, Manager, Program Project I, 30,000 hours, Engineer II, 54,000 hours and Technician, Electrical/Electronic VI, 18,000 hours. The total estimated level of effort is 648,900 hours. The Service Contract Act applies to this acquisition. Performance under the contract will require a security clearance to the SECRET level. Award will be made on the basis of Best Value with evaluation factors, of Technical Approach/Management Approach, Past Performance, Personnel, Facilities and Cost. This is a follow-on contract to N66604-03-D-1067with L-3 Communications Titan Corporation, 3835 E. Princess Anne Road, Norfolk, VA 233502.
