- Description
- The USDA, Forest Service, Southwestern Region solicits the services of Architectural & Engineering (A&E) firms for Geotechnical Engineering Services. The Contractor will be required to perform services within National Forest lands in Arizona, New Mexico, and the panhandles of Texas and Oklahoma. The Government intends to award one (1) Indefinite Delivery/Indefinite Quantity contract from this solicitation, for one base year with the potential exercise of four (4) one-year options. The option years are subject to availability of funds and satisfactory performance review. The minimum contract amount to be awarded in the initial contract period (1-year) will be $1,000 and a minimum of $1,000 for each of the exercised optional 1-year periods. The maximum amount payable under the contract shall not exceed $500,000. PROJECT INFORMATION: The purpose of this contract is to provide geotechnical engineering professional services including but not limited to geotechnical analysis and designs and subsurface geotechnical investigations for USDA Forest Service owned roads, bridges, buildings, water/waste water systems and other facilities. Project work may include materials source evaluations, construction material testing, retaining wall design, failure analysis and recommendation for repair and modifications. Geotechnical analyses and designs may include; stability analyses, seepage analyses, deformation analyses, analysis and design of grouting and drainage systems, evaluation of excavation methods, evaluation of unwatering/dewatering systems, laboratory testing and analysis of soils and rock testing results. Geotechnical work may include geological analyses that involve collection and evaluation of geologic and hydro geologic data and interpretation of geologic conditions pertinent to analysis and designs. Incidental work may include site surveys and other engineering and drafting services necessary to complete project requirements. EVALUATION FACTORS: 1) Professional Qualifications. Describe the qualifications necessary for satisfactory performance of required services. 2) Specialized Experience and Technical competence. Identify the key personnel whose professional registration, specialized experience and technical competence will be used to perform the work. 3) Capacity and Timeliness. Describe the capacity to accomplish work in the required time and the ability to mange multi-phase projects as well as managing multiple small projects. 4) Past performance. Describe past performance on contract with government agencies and private industry in terms of cost control, quality of work and compliance with schedules. 5) Knowledge of Locality and Geographic proximity to Southwestern Region. Describe the firm’s ability to respond to projects where field site visits and/or investigations are required.
