Description
The work to be performed includes the following:A. Prepare 3-phase power transformer for shipment and transport to and from full-service repair facility. B. Handle insulating oil and store at powerplant site. C. Perform the following maintenance procedures at full-service repair facility: 1. Remove existing internal no-load tap changer and furnish and install new replacement no-load tap changer. 2. Check and tighten all internal connections, with particular attention to the H3 bushing connections. 3. Perform a complete inspection and evaluation of transformer condition. a. Internal and external visual inspection. b. Internal and external low resistance DC testing of all accessible electrical leads and connections. c. Report recommendations for future action, if any. D. Perform the following transformer testing: 1. Furnish all necessary personnel, tools and equipment to perform a thorough evaluation of transformer KZ1A. 2. Use whatever additional methods Contractor deems necessary. 3. Additional tests and procedures shall be pre-approved by the Contracting Officer. 4. Minimum activities: a. Transformer turns ratio tests at all tap settings. b. Doble power factor tests on the transformer, each bushing and each surge arrester. c. Sweep frequency response analysis on nominal and full-raise tap settings. d. DC winding resistance tests at all tap settings. e. Complete 24 hour acoustic emissions tests, including internal activity source triangulation. f. Repeated dissolved gas analysis reports on oil used. Perform prior to, during and after acoustic emissions testing procedures. 5. Use any source of expertise Contractor believes may be of value during the testing, investigation and reporting phase. a. Sub contractors must be approved by the Government.E. Additions to Repair Work: Government recognizes that if additional repair work is recommended and approved, based on the Contractor's condition evaluation and inspection, a contract modification will need to be issued with revised work dates and outage timelines. The Green Mountain Powerplant is located approximately 13 miles south-southeast of Kremmling, Colorado in Summit County. The bid opening date is tentatively scheduled for August 19, 2008 at the Bureau of Reclamation's Great Plains Regional Office, 316 North 26th Street, Billings, Montana. The solicitation packages are scheduled to be available on or around July 18, 2008. There is no charge for the first copy; additional sets will be provided upon receipt of a nonrefundable check or money order of $9.00 per set. All reasonable sources may submit a bid which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is $250,000 to $500,000. The North American Industrial Classification Code is 237130. The small business size standard is $31.0 Million. This acquisition is unrestricted. This specifications and drawings will be not posted to the internet; however a complete solicitation package is available in hard copy. The request must include contractor's name, address, phone/fax numbers, tax identification number and their Dun and Bradstreet number. Note 1: Effective October 1, 2003, any contractor interested in doing business with the Federal Government must be actively registered in the Central Contractor Registration.
