Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to access information posted by the Navy Sea Systems Command. The proposed requirement is for the acquisition of field maintenance support, repair support, and radar hardware/software upgrade support of AN/TPQ-48 Lightweight Counter Mortar Radars (LCMR) and Lightweight Surveillance and Track Acquisition Radars (LSTAR) primarily for the Mobile Optical Search Systems (MOSS) program. The resultant contract will be a five-year cost-plus-fixed-fee Indefinite Delivery/Indefinite Quantity (ID/IQ) basis beginning 01 September 2008. This effort supports the mission of the Asymmetric Defense Systems Department, Measured Response Options Division, Special Systems Branch of the Naval Surface Warfare Center, Dahlgren Division, Dahlgren, Virginia. The scope of this contract will include support for the Marine Corps LCMR and LSTAR equipment after delivery, primarily field maintenance and repair support, with some operator training as required. In addition, technical support and interface development may be required to interface the radars to other systems utilizing the LSTAR/LCMR as well as other MOSS components and external systems supporting MOSS development. Specific technical efforts required for the Asymmetric Defense Systems Department under this requirement include technical and engineering support in the following areas: (1) maintenance; (2) training; (3) field test support; and (4) product upgrades. The contract will contain an Organizational Conflict of Interest clause. The NAICS code is 334290. The RFP number will be N00178-08-R-3035. This acquisition is a new effort to support radars procured by the Marine Corps from SRC Tec, Inc. It is anticipated that a total of approximately 29 man-years could be required during the performance period of this requirement. The contractor must possess a SECRET facility clearance at the time of award. Personnel proposed to support the contract must possess a SECRET clearance prior to beginning any effort. It is anticipated that the Request for Proposal (RFP) will be available on the NSWCDD Procrement Division homepage (http://www.nswc.navy.mil/supply/) by 10 July 2008. The solicitation will be open approximately 21 calendar days. Award is targeted for approximately 1 September 2008. NSWCDD has implemented Electronic Commerce (EC) in the acquisition arena, therefore, this synopsis and the resulting solicitation and any subsequent amendments will only be available at the above website and http://www.fedbizopps.gov and hard copies will not be provided. Vendors should regularly access the NSWCDD website to ensure they have downloaded all amendments. DoD will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) database.
