- Program Manager Training Systems (PMTRASYS) has a requirement to solicit for Instrumented - Tactical Engagement Simulation System (I-TESS) which will be used to support direct force-on-force tactical engagement training. The I-TESS system will consist of no less than the following type components: Small Arms Transmitter (SAT), Man-worn Detection System (MDS), Command and Control (C2 - mobile & portable versions), and Military Operations in Urban Terrain (MOUT) Building Instrumentation, and Simulated Battlefield Weapons. The SAT will be used on the M4 and M16 type rifles and the M249 Squad Automatic Weapon (SAW). The MDS and range equipment will be used to instrument the individual Marine for direct force-on-force engagement adjudication and to include the ability to support instrumentation functions such as Position Location Information (PLI) reporting. The I-TESS system will be used in MOUT Facilities and Non-Live Fire Maneuver Ranges located at various Marine Corps bases and installations which provides the setting for the USMC Pre-deployment Training Program (PTP) and other type individual and company level training support. The Marine Corps has a need to acquire and deliver training systems that provide real-time situational awareness, exercise control capabilities, and adjudication of indirect fire engagements so as to help facilitate the training exercise objectives. There is a need to collect the training actions/interactions of the Marines during the training exercise with the ability to provide immediate access of collected data for After Action Review (AAR) purposes. The contemplated contract will be a Firm-Fixed-Price (FFP) IDIQ contract. Estimated initial award will be 15 Sep 2008 for one twelve month ordering period. A Site Visit is scheduled at Marine Corps Base (MCB) Quantico, VA be on or about 15 Jul 2008 from 0800-1600hrs (EDT). Parties interested in attending the Site Visit must register with the Contracting Officer Not Later Than 7 Jul 2008. Each company is restricted to three (3) attendees at the site visit. The site visit will include travel to a known distance range and a MOUT training area aboard MCB Quantico. These training areas will be the location of a Demonstration of Capabilities after receipt of proposals. Specific dates and times of Demonstration of Capabilities will be established after receipt of proposals. The appropriate personnel to Companies are required to provide their own transportation. Additional site visit information will be contained in Section L of the anticipated RFP. The RFP (M67854-08-R-8008) and any subsequent amendments/information will be provided via electronic means at NECO. It is anticipated that the Final RFP will be issued on 1 Jul 2008. This is not a request for proposals or a guarantee of forthcoming solicitation. It should not be construed as a commitment of any kind by the U.S. government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information shall be marked as such and will be treated appropriately. NO PHONE CALLS WILL BE ACCEPTED.
