Description
The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), located in Spokane, WA hereby announces its intent to issue a purchase order to the University of Utah, Department of Mining Engineering, Salt Lake City, UT to Collect SAR Images of Utah coal mining regions and identify "pairs" for InSAR application; Develop interferograms; Identify areas of surface displacement and geologic features/lineaments; Verify that areas of surface displacement are associated with longwall mining; and Assess the accuracy and repeatability of InSAR. A report, with appended electronic data records, as appropriate, addressing all elements listed, will be due no later than June 1, 2009. This project is supported by justification for other than full and open competition to the University of Utah under authority 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit them to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the description and pricing information to Denise Rains, Reference #000HCCFB-2008-57570, CDC/NIOSH 315 East Montgomery Avenue, Spokane, WA 99207 or email dgr8@cdc.gov. All vendors are required to be registered in the Central Contractor Registry (CCR) prior to award of a Federal contract. The website is www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmation responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be held with the University of Utah as the only source and a single Firm-Fixed-Price Purchase Order will be issued without any additional notices being posted.
