- This is a SOURCES SOUGHT SYNOPSIS to be used for planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Product Manager for WIN-T Increment 1 (formerly JNN) will be seeking to solicit for and award a contract for JNN legacy (Spirals/Lots 1 through 9) spares to extend availability of unit level spares to the Armys modular force. Proposed project will be a Firm Fixed Price contract for specified quantities. The type of solicitation issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Potential sources must be capable of providing the Army with the entire selection of parts listed below in the quantities specified by individual part. Potential sources will need to provide assurance that the requirement can be met by the specified date, in full. No potential sources will be recognized that do not have the timely capability to provide the entire range and quantities of parts listed below. Parts must be grouped in Army specified kits of various compositions of parts, and shipped to destinations to be provided in the solicitation. All sources responding to this Sources Sought Synopsis that cannot provide the full list of parts and quantities described will be considered to represent insufficient capabilities for fulfilling the requirement. Any parts not specified by NSN (listed as TBD) must be provided as per the producer or wholesalers part number. Non-NSN parts not shown to have a part number or specification must be identical to the component as it is found in the fielded JNN system. Detailed technical data such as drawings, specifications, and acceptance test procedures for manufacture and acceptance of these items is NOT available from the Army. Interested Offerors must respond to this sources sought request not later than 26 June 2008. Responses should be provided either by mail to PEO WIN-T, Attn: Increment 1 (Garry Vittorini, Building 912, Fort Monmouth, NJ 07703. Alternatively (preferred,) responses can be emailed to garry.vittorini@us.army.mil. The anticipated solicitation will result in a Firm Fixed Price contract with exact quantities for all parts identified. Anticipated solicitation issuance date is on or about 20 July 2008 and the estimated proposal due date will be on or about 12 August 2008. The official Synopsis citing the solicitation number, and inviting Offerors to register electronically to receive a copy of the solicitation when it is issued is anticipated to be available on or about 6 July 2008. Actual delivery of the spares to all locations will be required not later than 150 days after contract. Technical questions must be sent to the mail or email address noted above.
