- The purpose of this procurement is to provide technical support to the Federal Transit Administration in the development of the FTA Strategic Plan for 2009-2014, and the development of Annual Performance Plans for FYs 2009, 2010 and 2011. The technical assistance will include providing logistical support for arranging and conducting outreach meetings (with stake holders or customers), facilitating meetings with FTA staff and the FTA Executive Management Team (EMT), tracking and compiling information received, conducting research and analysis of key transportation related issues, and providing support for the design and production of interim and final reports. The contractor shall utilize computer and web-based methodology in facilitating the team meetings, as one of the means of ensuring optimum results and quick turn around times in preparing reports on the meetings. Work tasks consistent with the description for this statement of work, include knowledge of Strategic Planning as well as expertise in support of the following activities: Work Task 1: Development of the FTA Strategic Plan. The contractor will provide technical assistance to the Strategic Planning Workgroup, through the Office of Strategic Planning and Program Review. The contractor will assist in the writing and development of the FY 2009-2014 Strategic Plan and the FYs 2009, 2010 and 2011 Annual Performance Plans. Work Task 2: Consolidating Information, Fact Checking, Analysis and Literature Review. The contractor will assess the needs and concerns of FTA’s external/internal customers and stakeholders (e.g., Federal, State, and local government, and private industry), in accordance with the requests of the Strategic Planning Work Group. Information currently gathered by the Strategic Planning Workgroup form outreach efforts, including focus group meetings, trend analysis, surveys, EMT stakeholder interviews of transit industry contacts, and workgroup meetings with EMT members will be used to complete an assessment of the intent, concerns, and needs of internal and external stakeholders (Federal, State, and local governments, and private industry). Information will be consolidated, analyzed, and categorized to make it most useful in determining the strategies, goals, and activities to be included in the Strategic Plan. Draft products will be fact checked and reviewed for gaps in the analysis. The contractor will be responsible for the final tracking and compiling of all information used in the development and completion of the Strategic Plan. Work Task 3: Writing a Draft Report Summarizing SWOT Analysis, and Analysis of Trends. The contractor will review the Strengths, Weakness, Opportunities and Threats (SWOT) information currently developed by the workgroup, identify gaps in the SWOT analysis and make recommendations for strengthening this part of the Plan. A literature review of the information/papers and reports gathered by the workgroup, and additional information identified by the contractor as being relevant to the exercise will be completed and summarized for the group. The contractor will prepare a report on the results of the SWOT analysis and trends. Work Task 4: Preliminary Planning, Design, Follow-up and Facilitation of Workshops or Meetings. The contractor will work with the Strategic Planning Work Group members on planning and conducting periodic meetings. Support may include preparing of briefing material for meetings on the status of the project, and preparation for two larger meetings conducted prior to the completion of the Strategic Plan in September 2008. The larger meetings may include participation in the EMT retreat in late June 2008, to discuss the draft Strategic Plan and how it will relate to the Annual Performance Plan. It may also include an outreach meeting in July or August 2008, or a rollout of the final Strategic Plan in September 2008. The contractor will assist with the logistics of the meetings including arranging for the meeting facilities and travel of participants (if needed), developing and packaging background information to be used by the groups, assist with the preparation of all visual materials to be used at meetings; provide facilitators for the break-out sessions (as needed); and summarize and consolidate all comments, discussions and information obtained from the meetings. Additionally, the contractor may also be required to serve as the recorder for meetings and be responsible for documenting decisions, and follow-up activities. Work Task 5: Follow-up After Executive Meetings and Conferences. The contractor will conduct follow-up discussions regarding the Strategic Plan and the Annual Performance Plans. The contractor will continue working with Strategic Planning Workgroup, their facilitators and mentors after strategic planning meetings to finalized all reports, minutes, and papers discussed at the meeting. Work Task 6: Printing of Draft and Final Reports. The contractor will be responsible for proofreading, and correcting all grammar and formatting of all draft and final documents. The contractor will be responsible for the design, layout and graphic display of draft documents as they are reviewed and prepared for printing in final form for hard copy publication and web posting. Drafts of all documents must be presented to the FTA Contract Officer Technical Representative for review and final approval for printing and distribution.
