Description
In early 2007, a test effort was completed to identify the safe life of the F/A 18E/F pre Lot 30 Cost Reduction Initiative wing configuration (ECP 6058) at the tip launcher forward and aft attach areas of the wing tip structure. A fatigue test of the tip launcher forward and aft local attach areas was conducted using the outer wing portion of the F/A 18E/F test article designated FT77. Testing was conducted using a fatigue spectrum based on the F/A-18E/F “Hybrid” Master Event Spectrum. This hybrid spectrum was created for use with E/F Verification 3 flight maneuver loads, the E3 dynamic loads, and the EA 18G ground event loads that reflect the flexible wing response. Initially, the tip launcher forward attach was subjected to spectrum fatigue cycling for 11,000 simulated flight hours (SFH). Subsequently, an additional 3,000 SFH of cycling with increased ground loads was applied to the launcher forward attach in order to impart additional damage due to CVS load factor based on E3 correlated loads. Upon completion of launcher forward attach cycling, the launcher aft attach was subjected to spectrum fatigue cycling for 8,000 SFH. The test effort revealed one retrofitable deficiency (crack) at a fastener hole (reference ECP 6309) and demonstrated a safe life of at least 6,000 hours at all other tip launcher areas of interest. The USN has recognized a need to fly the F/A-18E/F beyond the original design 6,000 hour service life and has contracted Boeing to perform aircraft life assessment activities under the F/A 18E/F Service Life Assessment Program (SLAP). A test demonstrated extension of the safe life of the ECP 6058 wing tip launcher attach structure has been identified as a valuable activity to be completed as part of the SLAP. The objective of this SOW is to apply additional fatigue test cycles to the ECP 6058 wing tip launcher attach structure. The USN has interest in fatigue cycling the test article until either a detectable crack initiates in one of the “hotspot” areas of interest or the USN elects to end testing. Baseline testing per this SOW will require the application of one lifetime of fatigue cycles at the launcher forward and aft attach locations. Completion of activities defined by the baseline SOW will raise the total number of fatigue test cycles demonstrated on the test article to three test lifetimes. The USN may request additional test lifetimes be applied to the test article via the exercise of options to this baseline SOW. The Naval Air Systems Command intends to place a sole-source cost plus fixed fee order under Basic Ordering Agreement N00019-05-G-0026 with McDonnell Douglas Corporation (MDC) (A Wholly Owned Subsidiary of the Boeing Company) of St. Louis, Missouri 63166. Period of performance is 1 August 2008 through 31 December 2009. MDC is the sole designer, developer, manufacturer and integrator of the F/A-18E/F aircraft in its various configurations and is the only source with the knowledge, expertise, facilities, and qualified personnel necessary to accomplish this effort. Any interested party must have the knowledge, expertise, facilities, and qualified personnel necessary accomplish this effort within schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate respondent’s ability to perform to the Government’s needs within the required response time.
