W9128F-08-R-0039 On or about 3 July 2008, this office will issue Request for Proposals for design and construction of the SOLDIER FAMILY ASSISTANCE CENTER at FORT CARSON, COLORADO. The solicitation will close on or about 5 August 2008. This solicitation, although unrestricted, will utilize a Cascading Set-Aside methodology according to the following priority. Tier 1: Service-Disable Veteran Owned Small Business (SDVOSB) Set-aside; Tier 2: Historically Underutilized Business Zone (HUBZone) Set-aside; Tier 3: Competitive Contracting with Small Business Administration Section 8(a) Program (SBA Section 8(a); Tier 4: Small Business; and Tier 5: Unrestrictive – Full and Open Competition (Small Business and Other than Small Business concerns). Site visits may be requested. Provisions in the solicitation documents will provide points of contact, access requirements and other pertinent information. See “Obtaining Solicitation Documents” below. ______________________________________________________ Project Description: (approx. quantities) This is a Design-Build Project. The work consists of design and construction of a new, 15,000 sf Soldier Family Assistance Center (SFAC) at Fort Carson, Colorado. This facility is the equivalent of a community center in the civilian sector. Project includes an Intrusion Detection System (IDS) and connection to an Energy Management Control System (EMCS) and Fire/ Smoke Detection/ Enunciation/ Suppression systems and connections to the installation central systems. Heating and cooling will be provided by self-contained systems. Provide antiterrorism/force protection measures including surveillance and mass notification systems, minimum required standoff distance, blast resistant windows, bollards, area lighting, and barrier landscaping. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 features will be included. Supporting facilities include site work, all necessary utilities, information systems, POV parking, sidewalks, roads, curbs and gutters, storm drainage, landscaping, and other site improvements. Access for individuals with disabilities will be provided in all areas of the facility. Comprehensive building and furnishings related interior design services are required. Proposal Evaluation: This requirement is being set up as a single phase, design/build RFP. Although it is a single phase, the contractors will be evaluated for Best-Value by considering the technical merits of their concept, as well as the price proposed for the project. In order to effectively and equitably evaluate all proposals, the Contracting Officer must receive information sufficiently detailed to clearly indicate the proposal requirements. There will be no public opening. Pre proposal meetings will be conducted after issuance of the Request for Proposal (RFP). The estimated design and construction cost of this project is between $5,000,000 and $7,500,000. ____________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 420 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety.
