- BLM Invitation for Bids, NAB080109, 1,000 TONS OF GOOD QUALITY ALFALFA HAY WITH TWO OPTIONS FOR AN ADDITIONAL 1,000 TONS (PER OPTION) TO BE DELIVERED TO LITCHFIELD, CA AS FOLLOWS: Delivery Schedule - approximately 2 to 3 truckloads per week, delivered between July 21, 2008 and November 30, 2008, as requested by the Contracting Officer's Representative (COR). Solicitation number NAB080109 applies and will be issued as an Invitation for Bid (IFB) on or about June 23, 2008 for the following requirement: The Bureau of Land Management's Litchfield, CA Holding Facility has a requirement for a maximum of 3,000 tons of good quality alfalfa hay, with the following requirements: Good quality hay for the feeding between 300 and 1000 wild horses and burros per day; Domestically grown; Sun-cured with no moisture damage, not heating, properly stored and well-cured; From current year crop; Shall consist of alfalfa, but should also contain some grass. The following mixes are acceptable: Alfalfa and/or alfalfa/grass-alfalfa mixed with timothy grass only or a combination of timothy, brome and orchard grass, used for food for domestic animals, cured, cut, and stored for fodder; Hay shall be free of mold, dust, Russian thistle or Prickly herb, "cheat" grass, foxtails, corn stalks, bearded grain, and other long awns (spikelets), and any other weed or grass not considered healthy forage for domestic animals; Shall be free from animal contamination, dangerous pesticides and foreign matter of any kind (i.e., wire, nails or other debris); Shall be delivered direct from fields or barns via clean vehicles not used for transport of livestock; Hay must be suitable for feeding to horses; Bale Requirements - Shall be cut with a crimper and baled with wire or Rat and Rot-proof twine; Shall be provided in square bales, weighing no more than 130 pounds each; Shall be in bales of uniform length; Ragged bales, bales with loose wire/twine and broken bales are unacceptable; Bales from the fields at the California Correctional Center in Susanville, CA are unacceptable; Delivery - The Contractor shall coordinate all deliveries and unload all bales as specified by the COR; Contractor must supply equipment for unload and stacking hay in the barn, BLM equipment will not be used to unload and stack hay; The Contractor shall submit a weigh ticket for each load to verify weight delivered; All deliveries will be inspected by the on-site COR/PI and either approved or rejected for non-compliance; The COR shall direct the Contractor to correct any nonconforming deliverables and confirm such direction in writing to the Contractor, with copies going to the Contracting Officer; Deliveries will be made during normal business hours, Monday-Friday between 8 a.m.-4 p.m., and coordinated with the COR; Weekend deliveries will be permitted only with the approval of the COR; Weigh tickets will be provided to the COR upon hay delivery and used to verify the tonnage shipped prior to inspection and eventual acceptance of each shipment; The Contractor will be reimbursed for the actual quantity of alfalfa hay shipped; The hay shall be delivered, unloaded and stacked by the Contractor at the following location: Bureau of Land Management, Litchfield Holding Facility, 474-000 Highway 395 East, Litchfield, CA 96117; All hay shall be transported using standard commercial practices for the shipment of alfalfa hay, in vehicles complaint with local, State and Federal regulations concerning the transport of alfalfa hay. This is a 100% set-aside for small business. The NAICS classification is 424910. Size standard is 500 employees. Bids are due June 16, 2008 by 2:00 PM Mountain Time. The anticipated award date is June 17, 2008 for a Firm Fixed Price Indefinite Delivery, Indefinite Quantity Type contract. Bidders must be registered at http://www.ccr.gov to be considered for award. Award will be made on an all or none basis to the bidder with favorable past performance offering the lowest overall price.
