- This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, RABQ5080012, is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2005-18. The North American Industry classification (NAICS) code is 611710 and the business size maximum is $6.5 Million. The proposed contract is a Total Small Business Set-Aside. All small business shall provide a breakdown of their costs to demonstrate that at least 51% of the cost of contract performance incurred for travel, supplies, training materials, etc. shall be performed and incurred by the small business (prime). All small businesses shall comply with FAR 52.229-14 Limitations on Subcontracting. All responsible small business sources may submit a proposal, which will be considered by the Government. This office is requesting quotes on the following item: 0001: Special Education Integrated Monitoring Process SEIMP school year. Provide all travel, supplies, materials and personnel to provide SEIMP. All work shall be performed in accordance with the Scope of Work. The Quantity is One and the Unit is Day. The Governments intends to award a Firm Fixed Price contract. The period of performance (POP) is from date of award through May 31, 2009. Single award shall be made. Award shall be made to a company that provides one or more objectives delineated under the Objectives section of the SOW. Travel costs, which shall be paid in accordance with the Federal Travel Regulations. Scope of Work Special Education Integrated Monitoring Process SEIMP: The Bureau of Indian Education (BIE) is responsible under federal law to have a system of general supervision that monitors the implementation of the Individuals with Disabilities Education Act (IDEA) of 2004, Public Law (P.L.) 108-446. The federal regulations outline responsibilities and expectations for States to monitor for compliance and positive results for students with disabilities and provide a detailed narrative of monitoring and enforcement activities that are required relative to the BIE State Performance Plan (SPP), the BIE Annual Performance Report (ARP), and special education levels of determination. The BIE integrated monitoring activities are the foundation for special education programs to ensure compliance and positive results for Indian children with disabilities. The scope of work calls for professional technical assistance services to assist the BIE in implementing the Special Education Integrated Monitoring Porcess (SEIMP) for school year 2008-2009. Purpose: The scope of work is to ensure the BIE funded schools meet the legal responsibilities of IDEA of 2004 by ensuring positive results for Indian children with disabilities on specific indicators and other measures through technical assistance and improvement strategies. Qualifications of contractor: The contractor will provide targeted technical assistance in special education to schools that received a level 1, 2, 3, or 4; with specific emphasis on the level 3 (needs intervention) and level 4 (needs substantial intervention) schools. Experience and background in special education is required, specifically: P.L. 108-446 requirements and regulations. General Supervision (Part B) including State Performance Plan; Policies, Procedures, and Effective Implementation; Integrated Monitoring Activities; Fiscal Management; data Process and Results; Improvement, Correction, Incentives and Sanctions; Effective Dispute Resolution; and Targeted Technical Assistance and Professional Development. Experience in assisting a state to align their monitoring process with P.L. 108-446. The providers must have knowledge of the Bureau of Indian Education, Division of Performance and Accountability organization structure and P.L. 100-297, Tribally Controlled Community schools Act, in addition to having knowledge of various Indian community settings. Previous experience in working with the BIE is recommended. The contractor must be prepared to travel extensively to geographically isolated schools, in many cases, over unpaved roads. Roles of the contractor: The following roles of the contractor will be expected: Facilitate a data analysis with the assigned school(s). Schedule and conduct two-day on-site visits to develop a plan according to their data and level of determination. Provide technical assistance and professional development to schools as required by their plan and provide the necessary follow up to complete the requirements of their plan. Conduct compliance monitoring at assigned schools on an annual basis. Timeline: The targeted technical assistance to the assigned schools will occur during school year 2008-2009. The contract will be for the period of the date of award through May 31, 2009. Reporting period will cover: Award date August 31, 2008. September 1, - November 30, 2008. December 1 February 27, 2009. March 1, 2009 May 31, 2009. At a minimum, provides or documents an example of a finished product, process or policy change, performance improvement methods/activities/evaluation of demonstrated experience. This may include training curriculum and evaluation, and any results of training and/or activities that resulted in positive outcomes for documented program improvement. Must directly reflect SEIMP activities and requirements and to have taken place within the BIE schools. Previous experience working in Bureau of Indian Education schools is preferred. The Offeror shall provide a breakdown of their cost to provide this service and provide a copy of their credentials, including but not limited to a college diploma. The offeror shall have a favorable screening (applicant and suitability) determination must be made by the Bureau of Indian Affairs (BIA) Office of Indian Education Programs (OIEP), Personnel Security and Suitability Program in accordance with the Background Investigations Clause. Past Experience: List contracts that are of comparable size, complexity and similar; and, provide references demonstrating previous experience for SEIMP. This experience shall show that experience building infrastructure systems for schools from the eligible list were defendable through the PIA, selective review process, and cost-effectiveness audits performed by the SLD. 2) Price 3) Past Performance: Provide recent & relevant contracts for the same or similar items, contract numbers, points of contacts with telephone numbers and other relevant information. Award will be based on the Best Value to the Government, overall acceptable quote, as submitted by a responsible offeror & ability to provide the above requirements.
