Description
The Gifford Pinchot National Forest is soliciting prospective contractors to secure a complete set of services to accomplish a river restoration project. The Contractor shall provide aerial services to transport trees, some with rootwads attached, and some without, from a staging site to flagged destinations in the East Fork Lewis River, and Pine Creek. The trees shall be placed in locations and oriented to enhance aquatic habitat. The Contractor shall, considering given objectives for the project, develop a plan of operation to accomplish these objectives, organize, and direct all the equipment and personnel needed to fully accomplish the work. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies and incidentals necessary to complete the work required. Contract time is 10 days after the date of Notice to Proceed with an estimated start work date of July 24, 2008. The NAICS code for this project is 481212 with a corresponding size standard of 1500 employees. This project is set-aside 100% for Small Business concerns. The estimated date of issuance for the solicitation is July 2, 2008 with proposals due on July 15, 2008. A single contract will be awarded to the offeror presenting the best value to the Forest Service based upon evaluation factors including but not limited to: Price, Benefit to the Local Community, experience; and past performance. Prospective contractors and subcontractors are requested to self-register below to receive notification of any postings concerning this project. The solicitation, and any amendments, will be made available at this internet site. All responsible sources may submit an offer, which will be considered by the Forest Service.

Address: East Fork Lewis River: Project work site is located approx. 20 miles S.E. of Amboy, Washington. The project can be located by traveling southeast of Amboy to Yaloct, then from Yalcot follow NE Railroad Ave. for 2.5 miles, turning left onto NE Sunset Falls Road 7.3 miles, and continuing for approximately 5 miles on Mount St. Helens National Volcanic Monument Forest Road 42. The project location begins at the decommissioned forest road 514 bridge crossing the East Fork Lewis just before the confluence of Green Fork and continues upstream for 2 miles. Pine Creek: Follow Hwy 503 north from Amboy for 10 miles, turn east onto spur 503 and continue going east for 8 miles, 503 turns into Forest Road 90, continue east for another 8 miles turning north onto old forest road 9015, continue north for another 5 miles until arriving at a gated road owned by Pope and Talbot timber company. The project is located approximately 4 miles down this road, ending at Pine Creek., Vanvouver, Washington, 98682, United States
