- Description
- NASA/LaRC has a requirement for one (1 ea) cylindrical ingot of aluminum-lithiumalloy 2099, minimum dimensions of 23" diameter x 155" long. The 2099 ingot must becylindrical in geometry to ensure compatiblity with the initial forging steps in themanufacturing methods. Aluminum-lithium alloy 2099 ingot is needed for preliminaryevaluation and test to confirm chemistry and microstructural conditions and to assessforge ability to guide fabriction trials. NASA/LaRC intends to purchase the items from Alcoa, Inc., who is the only known sourcecapable of providing this unique aluminum-lithium alloy 2099 ingot. Alcoa Global HardAlloy Extrusions, Lafayette Operations, is the sole supplier of cylindrically shapedaluminum-lithium alloy 2099 ingot. Alcoa, Inc. developed and commercialized this alloy,and currently holds the patent for the exclusive right to produce products of 2099. Itwould take substantial duplication of time and Government resources for another companyto offer a similar product that would meet this requirments, which is not expected to berecovered through competition.Sole Source authority is FAR 13.106. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 27, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
